Budget Analysts prepare and implement budgets including the development of expenditure projections, narrative justification of programs, and detailed biennial spending plans; review and analyze budget requests and adjustments; and ensure compliance with budgetary directives, policies, regulations and limitations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
This position works within the Administrative Services Division of the Department of Administration, located in Carson City. The incumbent acts as the fiscal agent for their assigned budget accounts (approx. 10 accounts). Clients are primarily Department of Administration agencies, elected officials, and other small state entities that do not have their own fiscal staff. The incumbent provides expertise and fiscal guidance to agencies. They perform budget analysis, budget oversight, prepare budget projections, assist agencies with strategic planning, develop biennial budgets including input and revision to the Nevada Executive Budget System (NEBS), and manage budgets throughout the biennium. The incumbent provides budget training and support to supervised staff, manages personnel matters, maintains appropriate work performance standards, performs hiring and disciplinary duties, and maintains written procedures that comply with applicable internal control standards and operating systems. Additionally, they may complete federal grant reports and quarterly draws according to federal guidelines, and complete year end Single Audit Reporting Forms (SARF) within assigned timeframes.

Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, economics, or closely related field and three years of professional budgeting, accounting, economic or management analysis and projection, staff analyst or auditing experience, one year of which was equivalent to a Budget Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above. |
