The Position
Social Services Chiefs manage the overall design, analysis, development and evaluation of social services programs.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
The mission of the Office of Community Partnerships and Grants is to help families and individuals in Nevada reach their highest level of self-sufficiency by supporting the community agencies that serve them through engagement, advocacy and resource development. The Office of Community Partnerships and Grants administers grants to local, regional, and statewide programs serving communities throughout Nevada. This office ensures accountability and provides technical assistance to numerous programs, including: Children's Trust Fund, Community Services Block Grant, Fund for a Health Nevada, Problem Gambling Fund, and Title XX Social Services Block Grant. The incumbent will be responsible for establishing and monitoring the accomplishments of office goals and objectives; supervision of staff; ensuring programs are operated in compliance with federal and state laws and regulations; serving as a liaison with various public and private entities; coordinating and monitoring unit resources and activities; participating in the development and justification of legislative and budgetary proposals; establishing unit policies and procedures; providing and overseeing the provision of technical assistance to Division grant units and grantees; maximizing the amount of funding going to direct program funding; providing oversight for contracted needs assessments to identify community, regional and statewide needs; and interfacing and coordinating with advisory bodies which evaluate and recommend funding priorities.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in social work, health or social science, public or business administration or related field and five years of relevant professional experience which included directing social services or the operation of a program unit; coordinating program activities with officials and representatives of other agencies; interpretation, application and implementation of complex State laws and federal regulations; writing program policies, procedures, and reports; and conducting research and preparing recommendations. Two years of the required experience must have included supervision of staff at a paraprofessional level or above; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
The Examination

SOCIAL SERVICES CHIEF 3 (12.300) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Describe your experience, including number of years, in conducting presentations before groups.
2) Describe your experience, including number of years, in reviewing and evaluating social services programs using research methods such as participant observation, statistical analysis, interviews or literature review to understand best practices and program implementation for a particular type of service.
3) Describe your experience, including number of years, in coordinating multiple funding sources tied to program activities and outcomes.
4) Describe your experience, including number of years, in the following: a) helping grantees apply best practices to their particular service; b) implementing that service within their community including collaboration and coordination with other service providers; and c) linking grantees with other service providers for similar services statewide and nationally.
