The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
The Division of Records, Communications, and Compliance is recruiting to fill a new position in the Carson City office. The Sexual Assault Forensic Evidence (SAFE) Kit Tracking and Reporting Program was established to administer the system for tracking and reporting the mandatory testing of sexual assault kits, including elimination of the backlog and timely testing of any new sexual assault kits. It is an integral part of telling survivors of sexual assault that their case is being taken seriously and the criminal justice community is doing everything they can to bring the perpetrator to justice.
The incumbent will manage and direct daily operational activities of the new statewide SAFE Kit Tracking and Reporting Program to include: analyzing workload volume and statistical and informational reports to spot trends and streamline business processes for improved efficiency; participating in the design, development, testing, training, implementation, and maintenance of the new statewide system and ensure the program is properly budgeted, staffed and equipped; professional interaction with internal and external entities such as the Office of the Attorney General, system vendors, medical examiners, law enforcement, prosecutors, labs, and survivors; interpreting, creating, implementing, and ensuring compliance with applicable laws, regulations and policies; professional representation at various meetings which could require statewide travel via airplane or vehicle; and supervision of subordinate staff. The incumbent will be providing training on the new statewide operations system for the SAFE kits. They will also need to provide legislative testimony as requested; providing statistics and reporting on program effectiveness and budgetary concerns. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR one year experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis.
Special Notes
    Without the required Bachelor's degree this position would require 7 years of experience of which 2 years were at the paraprofessional level and 5 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    This position requires up to 25% travel.
Additional Position Criteria
    Experience providing legislative testimony and/or experience conducting formal training including preparing and presenting materials is required.
