The Position
Personnel Officer's plan, organize and administer personnel services such as employee relations, selection, training and payroll in an assigned agency.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
Aging and Disability Services Division (ADSD) is seeking a proactive and dynamic Personnel Officer 3 (Human Resources Manager) to direct and coordinate the division HR activities. The position may reside in either the Carson City or Las Vegas areas. This position is highly visible and communication skills, both oral and written, are essential. The Human Resources Manager will be part of a 11-person team that provides professional and customer-oriented human resource services to over 1100 employees and is responsible for designing, implementing, and directing HR policies, procedures and programs aligned with the goals of the agency. Key responsibilities include providing strategic day-to-day leadership to a HR team responsible for providing all human resource functions within ADSD. Additionally, the position requires managing the American with Disabilities Act (ADA) program; workers' compensation claims management; Family Medical Leave Act; personnel administration including recruitment, compensation, employee relations, disciplinary actions, grievances; and mediation coordination. The position will also work as a collaborative partner with all unit chiefs, managers, and employees to ensure all policies, practices, and actions comply with all applicable federal and state laws, and agency policies. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in personnel management, public administration, business or related area and five years of progressively responsible professional personnel management experience, including two years of supervisory and personnel program management experience; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
The Examination

PERSONNEL OFFICER 3 (07.509) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Those applicants deemed amongst the most qualified by the hiring agency will be contacted for interview.
1) Describe your experience, including the number of years, supervising professional level staff.
2) Describe your experience in the following areas: 1) conducting job analyses; 2) making classification recommendations to agency management; and 3) presentation and defense of classification recommendations to top agency management.
3) Describe your experience in the following areas: a) interpretation and application of laws and regulations for the following: 1) NRS/NAC 281/284; 2) FLSA; 3) FMLA; 4) ADA; and 5) EEO; b) responding to employee grievance issues through negotiation with employees, employer representatives and agency management; c) providing consultation to agency supervisors and top management; d) handling disciplinary actions for a wide range of issues; e) respond/justify employment actions before various hearing bodies (e.g. Personnel Commission, Employee Management Committee, Hearing Officer, NERC, etc.).
4) Describe your experience in the planning for recruitment and retention.
5) Describe your experience in the development and implementation of written department HR policies and procedures.
6) Describe your experience in supervising the processing of employee action documents and/or payroll operations.
