The Position
Under general administrative direction, incumbents serve as deputy to the Administrator of one of the regulatory agencies in the Department of Conservation & Natural Resources. Duties include management of professional, technical and administrative support staff; budget development and monitoring; development of policies and regulations; and ensuring compliance with applicable federal and State regulations and statutes.
Under direction of the Administrator, this position develops and provides review of enforcement actions, settlement agreements, environmental covenants, memoranda of understanding, contracts, Interlocal agreements, and consultation and coordination protocols for compliance with environmental law and Division policies, including the ability to withstand judicial review. This position will assist the Administrator on a nearly daily basis with decisions and development of policies related to Division responsibilities. The position reviews and develops environmental regulations, documents necessary for delegation of federal environmental programs, enforcement policies and procedures, and Division responses to public records act requests, depositions and subpoenas. This position also represents the Division before various boards and commissions, councils and the legislature, including the State Environmental Commission. This position works closely with the Attorney General's Office to prioritize legal support duties to the Division and coordinates with the Attorney General's Office on behalf of the Division for litigation matters, including civil enforcement, injunctive relief, and litigation involving federal and state rulemaking. *** THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in engineering, the natural or physical sciences, public administration, law or related field and four years of experience supervising natural resource regulatory programs or relevant specialized programs in areas of water resources or environmental protection. The required experience must have included program planning, budget development and maintenance, policy analysis and interpretation, and training and supervision of professional staff; OR an equivalent combination of education and experience.
The Examination
DEPUTY ADMINISTRATOR, ENVIRONMENTAL PROGRAMS
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Describe your experience in the development of an administrative budget for an environmental program.
2) Describe your experience writing concise materials such as executive summaries, justifications, legislative bill drafts, and/or testimony to the legislature, boards or commissions.
3) Describe your experience in managing and supervising other supervisors that have responsibility for a program specific area or program entity under your chain of command, to include planning, directing and reviewing their work, problem solving, and disciplinary action.
4) Describe your experience doing long-term strategic planning for Bureaus of environmental programs you have managed.
5) Describe your experience making presentations to or working with other governmental officials, the legislature, and State Environmental Commission to explain and justify complex and program policy decisions.
