The Position
State Land Agents conduct a broad range of real estate transactions related to State lands. Transactions include the development and execution of authorizations to use State land, such as construction authorizations, leases, licenses, easements, and permits. State Land Agents also acquire and dispose of land and land interests, including water, mineral and development rights, within statutory authority and in accordance with established real estate principles, practices and ethical standards.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. Under the general supervision of the agency's Administrator and Deputy Administrator, the Supervisory Land Agent (Land Agent IV) manages the State Land Office (SLO) for the Nevada Division of State Lands. The SLO is the state's "real estate agency". The SLO holds title to state lands and interests in state lands, such as easements and water rights. The SLO acquires land needed for state use (such as a new DMV, a veteran's facility or a state park), authorizes the use and occupancy of state land, ensures appropriate management of unassigned lands and Sovereign Lands, and disposes of land when necessary. The agency's current land portfolio consists of over 300,000 acres. The position supervises a team of Land Agents. Responsibilities include assigning and coordinating work load for staff, ensuring work is completed accurately and timely, training, evaluating performance, and initiating disciplinary action with the support of the agency's Administrator when required. The position is responsible for the efficient and timely processing of approximately 300 land projects and applications to use or occupy state lands per year. The position ensures the accurate generation of land authorization documents such as permits, easements, licenses, and rights of entry for the agency Administrator's review and signature. The position maintains staff procedures and relies on a project management database (Land Management System) to establish, prioritize and track staff projects; ensure proper record keeping; and meet performance metrics. The position ensures a high level of customer service to the public and client agencies and manages high-priority and sensitive projects in close coordination with the agency's Administrator and Deputy Administrator.
In coordination with the Senior Planner, the position also evaluates short and long-term land needs of client agencies, and assists agencies with the selection of suitable sites. The incumbent works in partnership with the Office Manager to execute and manage contracts and ensure all fees and rents for use of state property are billed in a timely manner and received. The position also coordinates closely with the IT Supervisor to manage the maintenance, enhancement and proper utilization of the Land Management System. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business administration, public administration, real estate, environmental or natural science or related field and four years of professional experience, two of which included responsibility in three of more areas specialty to include sovereign lands; property acquisition; property leasing, management or development; easements; property disposal; property appraisal or closely related field; OR two years of experience as a State Land Agent III in the Nevada State service; OR an equivalent combination of education and experience.

    Position requires moderate statewide travel.

    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.

The Examination

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
