The Position
Under general administrative direction of the Executive Committee or the Director of the Department of Motor Vehicles (DMV), the Director of the Office Project Management (OPM) provides leadership and guidance in directing and managing Enterprise Resource Planning (ERP) for the State of Nevada or the STAR Modernization Project for the DMV; coordinates with key stakeholders and OPM staff in the development of methods and best practices to provision Information Technology into the State of Nevada's or DMV's business functions in order to improve overall Project Portfolio Management (PPM) maturity across the State of Nevada's ERP System or DMV's system STAR Modernization Project; responsible for supporting and enabling the organization's projects, programs and structured work efforts to ensure the work of the OPM embraces the strategy of the organization and meets the goals set by the Executive Committee or Director of DMV.
Under general administrative direction of the Department of Motor Vehicles' Executive Committee, the Director of the Office of Project Management (OPM) provides leadership and guidance in directing and managing the STAR Modernization Project to include Organization Change Management; responsible for the DMV's overall Information Technology (IT) governance function; coordinates with key stakeholders and OPM staff in the development of methods and best practices to provision IT into the DMV's business functions in order to improve overall Project Portfolio Management (PPM) maturity across the DMV; responsible for supporting and enabling the DMV's projects, programs and structured work efforts to ensure the work of the OPM embraces the strategy of the DMV and meets the goals set by the Executive Committee for the STAR project. The incumbent of this position will be the project leader for the Department's STAR project. The applicant will train and oversee staff on development of detailed business requirements and high-level design documents for the new system to include testing. Ensure that business processes implemented fulfill the Department's business needs. Incumbent will ensure research is verifying the Department's statutory obligations. This position will sunset at the end of the STAR Project on December 31, 2022 or upon completion of the project. At that time, the position will expire. This position is proposed to become Unclassified in State Service in the 2019 NV Legislative Session. This position does not have layoff rights. This position is located in Carson City within the Director's office.
The Nevada Department of Motor Vehicles is required to comply with NRS 239B.010.1.b and 6 CFR 37.45 which allow for an agency to obtain a Federal Bureau of Investigations fingerprint clearance check. DMV must comply with the requirements of NRS 205. DMV shall not knowingly employ a person if they have been convicted of any of the felonies listed under the Real ID regulation, which includes Espionage, Sedition, Treason, Terrorism, Transportation Security Incident, Improper Transportation of a Hazardous Material, Unlawful Possession of Explosives, Murder, Making any Threat Concerning a Lethal Device, Racketeering. Additional Real ID criteria provides that the DMV shall not employ a person if they have been convicted of a felony within 7 years of their application or if an applicant was released from incarceration for one of these crimes within five years of their application including Unlawful Firearm Violations, Extortion, Fraud, Bribery, Smuggling, Immigration Violations, Distribution of Controlled Substances, Arson, Kidnapping, Rape or Sexual Abuse, Assault With Intent to Kill, Robbery, or Fraudulent Seaport Entry. ***THIS RECRUITMENT MAY CLOSE PRIOR TO THE POSTED CLOSING DATE DEPENDING ON THE AMOUNT OF APPLICATIONS RECEIVED. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business administration, public administration, or closely related field and five years of professional experience in the development, implementation, evaluation and management of program(s) and activities, which must include one year of experience equivalent to a Division Administrator in Nevada State service or two years of experience equivalent to a Deputy Division Administrator in Nevada State service; OR an equivalent combination of education and experience as described above.
Additional Position Criteria
    The candidate must have DMV business experience to include managing projects and implementing legislative mandates.
