Information Technology (IT) Managers are responsible for planning, organizing, directing, and controlling the IT activities, in one or more IT specialization areas, of the State, a department, or a division.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. The Enterprise Solution Delivery Team within NDOT's IT Division adheres to Agile Scrum methodologies and is responsible for the life cycle planning of business applications through all phases including strategy, architecture, selection, deployment, operations, evolution, and retirement. The Enterprise Solutions Delivery Manager (IT Manager III) manages the application developers, quality assurance team, scrum masters, product owners, business intelligence, and graphical information system (GIS) groups that have specific responsibilities for building, configuring, maintaining, enhancing, and eventually decommissioning applications and systems throughout their life cycle.
This role reports directly to Deputy Chief of IT and has 4 team supervisors and (overall) 28 staff reporting to it. The Enterprise Solutions Delivery Manager will be responsible for the day-to-day management of the application organization (including staffing, budgeting and other relevant management functions) and is required to hold all enterprise solution delivery teams accountable for optimizing the cost, risk and value of applications throughout their life cycle. Additional duties include: provide leadership, vision and direction to the applications organization to ensure it will contribute to the company achieving its goals; work with CIO and other IT leaders to develop overall IT strategy in the context of the business strategy; develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value; define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement; implement and manage application life cycle management status reporting, metrics and benchmarks; overseeing the assessment of the technical and business fitness of the application portfolio and their associated costs and risks; overseeing the application organization's successful delivery of these business outcomes in partnership with business colleagues; and overseeing benefits realization to ensure that business outcomes are achieved. In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university with major course work in computer science, management information systems, or closely related field and seven years of progressively responsible professional IT experience which involved strategic planning, project management, quality assurance, and computer operations, systems administration, network administration, database administration, applications analysis and development, or information security. Four years of this experience must have been in a supervisory or project manager capacity; OR one year of experience as an IT Manager II in Nevada State service; OR two years of experience as an IT Professional IV in Information Security in Nevada State service for Information Security positions; OR an equivalent combination of education and experience. |
