The Position

APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** This position works for the Department of Motor Vehicles, Director's Office and is located in Carson City in the Human Resources Section. This is one position in a team of 10, assigned to provide Human Resource services to over 1,250 employees. The ideal candidate is detailed-oriented, communicates well orally and in writing and can effectively interact with a variety of individuals, including DMV employees, employees of other State and federal agencies, applicants, public, etc. The ideal candidate is knowledgeable in employment laws; can strictly adhere to maintaining highly sensitive and confidential information. The position plans, organizes, manages and directs a comprehensive Diversity and Equal Employment Opportunity program for the Department of Motor Vehicles and is the Department's American's with Disabilities Act Amendment Act (ADAAA) Coordinator; provides consultation, mediation and resolution options to employees, supervisors, managers, administrators and DMV HR Professionals regarding employee relations; develops, maintains and implements department policies, procedures and guidelines; and develops and implements training programs for employees, supervisors and managers. Additionally, the position supervises the statewide Medical and Safety Programs position to include areas such as Workers' Compensation, FMLA, Catastrophic Leave, Heart/Lung Bill for Peace Officers, Drug and Alcohol testing, safety committees and responding to OSHA complaints.
As the Investigation Coordinator, the incumbent plans, organizes, manages and directs a comprehensive internal program for the Department of Motor Vehicles; conducts administrative investigation, ultimately producing a professional and grammatically correct written report; and works with DMV HR Professionals to ensure reports contain appropriate information. This position trains on the investigations process; selects and trains DMV staff on conducting investigations to include duties such as reviewing and approving investigation questions, and reviewing and approving reports; develops and maintains logs, performance measures and reports; coordinates with outside agencies conducting investigations on DMV staff; and assists and schedules interviews and reviews materials and reports. DMV shall not knowingly employ a person if they have been convicted of any of the felonies listed under the Real ID regulation, which includes Espionage, Sedition, Treason, Terrorism, Transportation Security Incident, Improper Transportation of a Hazardous Material, Unlawful Possession of Explosives, Murder, Making any Threat Concerning a Lethal Device, Racketeering. Additional Real ID criteria provides that the DMV shall not employ a person if they have been convicted of a felony within 7 years of their application or if an applicant was released from incarceration for one of these crimes within five years of their application including Unlawful Firearm Violations, Extortion, Fraud, Bribery, Smuggling, Immigration Violations, Distribution of Controlled Substances, Arson, Kidnapping, Rape or Sexual Abuse, Assault With Intent to Kill, Robbery, or Fraudulent Seaport Entry. The Nevada Department of Motor Vehicles is required to comply with NRS 239B.010.1.b and 6 CFR 37.45 which allow for an agency to obtain a Federal Bureau of Investigations fingerprint clearance check. DMV must comply with the requirements of NRS 205.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, human resource management, or closely related field and three years of professional experience in one of the following areas: the design, development, implementation and evaluation of Equal Employment Opportunity (EEO) and/or Affirmative Action (AA) programs; conducting administrative investigations to include Title VII, performance issues, behavioral concerns and workplace violence situations; or the management of a Human Resources department which included the oversight of EEO, ADA and/or AA programs; OR one year of experience as a Personnel Officer I in Nevada State service performing duties as described above; OR two years of experience as a Personnel Analyst II in Nevada State service performing duties as described above; OR three years of experience as a Compliance Investigator II in Nevada State Service performing EEO investigations within the Nevada Equal Rights Commission (NERC) or the Division of Human Resource Management (DHRM); OR an equivalent combination of education and experience as described above.
Special Notes
    Current certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) issued by the HR Certification Institute (HRCI); or certification issued by the Society for Human Resource Management as a Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), may be substituted for one year of the required experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
Additional Position Criteria
    Requires experience responding to Nevada Equal Rights Complaints and/or Equal Employment Opportunity Notice of Charge of Discrimination complaints, which included researching and compiling the written position statements and preparing and/or participating in the settlement conferences.
    Requires experience conducting administrative investigations to include performance and behavioral concerns, Title VII, and/or workplace violence investigations. Experience requires coordinating interviews, writing questions, interviewing complainants, accused and witnesses and writing the investigation report in a professional, grammatically correct format and adhering to strict timelines.
