Personnel Officer's plan, organize and administer personnel services such as employee relations, selection, training and payroll in an assigned agency.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. This position is located at the Nevada Department of Corrections (NDOC), Central Human Resources Office, in Carson City, Nevada. NDOC Human Resources serves approximately 2,700 employees assigned to multiple statewide correctional institutions and facilities. The selected candidate must plan, organize and administer a comprehensive personnel services program including employee relations, recruitment & selection, classification & compensation, position control, performance evaluation, training, payroll, investigate employee grievances, implement centralized personnel departmental policies and procedures, and advise management on a wide variety of complex employee issues, while directing the work of professional and support staff.
The position will perform the following: Recruitment, Examination and Selection: responsible for the proper administration of the recruitment and exam process via delegation agreement with the Division of Human Resources Management (DHRM); maintain essential functions for positions within the department; and ensure recommended appointment/selections are compliant with applicable Nevada Administrative Codes (NAC) and Nevada Revised Statutes (NRS). Department Representation: Represent NDOC at Employee Management Committees on employee grievances, the Personnel Commission and Personnel Hearings regarding matters under their jurisdiction; meet with employee association advocates and testify in District and Federal Court, as necessary; and represent NDOC at state HR policy development meetings. Payroll Management: Direct and manage payroll operations; and serve as Catastrophic Leave Committee member. Classification & Compensation: Ensure completion, accuracy and appropriateness of all classification and compensation related documents for the purpose of requesting new positions, classification, reclassification, accelerated pay, etc. Legislative Actions: Attend legislative hearings as directed; change existing personnel services, programs and regulations as needed to ensure conformance with active legislation; and review pending legislation to assess potential impact on current rules, regulations, policies & procedures. Budget Support: Provide budget statistics for funding of staff and equipment. In order to be qualified, you must meet the following requirements:

Graduation from an accredited four year college or university in personnel management, public administration, business or related area and five years of progressively responsible professional personnel management experience, including two years of supervisory and personnel program management experience; OR an equivalent combination of education and experience.
