The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
This position works within the Department of Agriculture and is located in Sparks, NV. Incumbent will be responsible for fiscal management of all Food and Nutrition program budgets and federal reporting requirements. Duties include fiscal analysis on large, complex United States Department of Agriculture (USDA) programs; forecasting expenditures and revenues based on complex array of eligibility criteria and applicable reimbursement rates; monitoring program participation to notify USDA and request work programs to increase authority in budget accounts through IFC; compile and evaluate large amounts of program data; and develop federal reports to ensure compliance to federal reporting requirements and deadlines. The position is responsible for rendering invoices, letter of credit draws, financial and ad hoc reports, billings, and inventory reports as required by regulation or contractual agreement in coordination with agencies internal controls; closes out state and federal fiscal year budgets which includes reconciling accounts based on separate state and federal fiscal years; ensures that all purchases, grants and contracts are within state and federal regulations; and is point of contact for communication with USDA federal financial and program specialists. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR one year experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis.
Special Notes
    Without the required Bachelor's degree this position would require 7 years of experience of which 2 years were at the paraprofessional level and 5 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.
Special Requirements
    This position requires up to 25% travel.

    Experience managing Federal grant funding, Federal draws, sub-grants and meeting Federal reporting requirements using Federal reporting software.

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. 1) Describe your State budget experience including the following: Size of budget, your responsibility in the development and justification of an agency biennial budget, and implementing and monitoring an agency budget involving multiple funding sources, developing work programs; and contract development.
2) Describe your experience in federal grant management to include requesting grants, federal draws, sub grants and meeting federal reporting requirements using federal reporting software systems.
3) Describe your experience supervising professional staff, to include employee selection, training, evaluation and disciplinary action.
