Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation,
employee development, benefit administration, staffing and payroll.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
This position is with the Division of Human Resource Management, Recruitment Section in Carson City. Under general direction this position supervises a professional staff engaged in personnel functions. The incumbent will interpret and apply provisions of Nevada statutes, rules and regulations and be responsible for planning, organizing and supervising work in all areas of the recruitment process.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and four years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
The Examination
SUPERVISORY PERSONNEL ANALYST (07.514) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.
Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your supervisory experience with a) clerical/technical staff and b) professional staff.
2) Describe your experience to include the following:
a) conducting job analysis; b) making classification recommendations to agency management; and c) presentation and defense of classification recommendations to agency management, State of Nevada - Division of Human Resource Management, and/or the Personnel Commission.
3) Describe your experience in the following areas: a) developing recruitment plans to include managing the recruitment process and evaluating applications; b) developing advertising for various positions; c) developing, revising, administering, and scoring Training and Experience (T&E) exams; and d) defending recruitment decisions to applicants, management, and/or the Personnel Commission.
4) Describe your experience in the following areas: a) interpretation and application of laws and regulations, specifically NRS 281 and NAC 284; b) experience explaining and justifying the application or interpretation of statutes, regulations or policies before various bodies (e.g. Personnel Commission, EMC, Hearing Officer, Legislature, NERC, etc.).
5) Do you have a Bachelor's degree (or higher) in HR Management, Public or Business Administration or professional certification from a national human resources professional association such as SPHR, PHR, SHRM, IRMA, etc.?
