The Position
Health Program Specialists plan, develop, implement and evaluate health services and activities; develop goals, objectives, program requirements and procedures; provide technical information regarding specialized health related conditions; and participate and provide support to various committees, advisory boards and other work groups.
The Division of Welfare and Supportive Services in Carson City, NV is seeking a highly motivated and qualified individual for the permanent position of Health Program Specialist II within the Nutrition Unit of the Department of Health and Human Services. The Health Program Specialist II will serve as the program coordinator of the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance Program Education (SNAP-Ed) and be the liaison between USDA Food and Nutrition Service (FNS) staff and State SNAP agency. This position will assure implementation of population-based nutrition interventions to reduce food insecurity, prevent diet related chronic diseases, and improve health outcomes for all Nevadans. Working in conjunction with other nutrition and public health programs, the incumbent will be responsible for the development, implementation, monitoring, evaluating, and supervising of SNAP Nutrition Education Program annual plans along with the SNAP-Ed program budget. The incumbent will research, identify, and stay current on public health issues and trends; write and submit annual federal and state reports; prepare grant applications and pursue new grant opportunities; provide technical assistance to state partners and local contactors; solicit plan proposals for SNAP-Ed from public, private, and state agencies; and serve as the community representative of SNAP-Ed. In addition, this position requires extensive travel and the ability to work independently, exercise prudent judgment in prioritizing and resolving complex concerns and issues. A pre-employment criminal history check and fingerprinting are required.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a health science, behavioral science or closely related field applicable to the program area and three years of health-related experience which included at least two of the following areas: researching, collecting and analyzing data and statistics, developing objectives, protocols and procedures; providing health education services to target groups or the general public; evaluating program effectiveness and accomplishment of desired outcomes to meet agency, federal or other standards and guidelines; providing prevention, identification or treatment services to individuals or populations who have been diagnosed or are at risk of contracting life and health threatening diseases and/or conditions; preparing grant applications and budgets and developing, preparing and administering contracts and reports related to health services; and/or investigation and prevention of communicable or chronic diseases; OR one year of experience as a Health Program Specialist I in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
    Some positions require a valid driver's license at time of appointment and as a condition of continuing employment.
Additional Position Criteria
    Experience managing and monitoring local, state contracts and the awarded federal grant.
    Experience designing and using customized databases to manipulate data for analysis in the application of public health nutrition research and practice.
    Budget building and monitoring experience.
