The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
The Division of Emergency Management (DEM) is recruiting for a Program Officer 2 in Carson City. This position will provide detailed work plans and support for programs and projects associated with the mission of DEM and the State Emergency Operations Center (SEOC).
Projects will include assisting with the development of the Threat and Hazard Identification and Risk Assessment (THIRA) and developing updates to mobilization guidelines, SEOC Standard Operating Procedures, annual operating plans, strategic plans, and program performance standards and objectives. Specific duties in support of these projects will include providing services, determining eligibility requirements, recordkeeping, financial reporting, and evaluation of program success. This position will work with the Preparedness Coordinator, DEM Training Officers, and DEM Exercise Officers to provide operational activities, ensure SEOC Cadre development, and administer the DEM program to ensure that assigned personnel are prepared to respond and take corrective action in emergencies and disasters. This position will be responsible for gathering details and statistics from political subdivisions and Tribal Nations within the State of Nevada regarding available resources to be used in both intra and interstate mutual aid response and recovery. The successful candidate will participate and provide input in budget preparation and requests to maintain programmatic funding for National Incident Management System (NIMS) related programs and will diplomatically represent DEM programs to the media and the public. ***Activation of the State Emergency Operations Center (SEOC) may occur in the event of a major emergency. All positions in the agency perform a role to support the SEOC operations. This may disrupt/alter/revise or totally change all previously established work performance standards requiring 100% of an employee's time until the emergency is over. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and one year of professional experience in planning, coordinating and administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and three years of professional experience as described above; OR one year of experience as a Program Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.

Additional Position Criteria
    Experience in program implementation and oversight in an emergency management environment which may includes Law Enforcement, Fire, Emergency Medical Services, Emergency Operations Center staff, Disaster Mitigation Programs, Emergency Preparedness, Disaster Grants Management, or any other aspect of emergency management.

The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.

1) Please detail your experience with digital communications systems to include; teleconferencing, video teleconferencing equipment and software, and online situational awareness and resource ordering software.
