The Position
Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid projects/programs administered by State agencies and provide assistance to recipients in evaluating program effectiveness.
Incumbents, in addition to overseeing and administering various complex grants, supervise, train and evaluate the performance of subordinate professional staff, and serve as a resource to lower level analysts. This position is with the Department of Building & Industry, Housing Division in Carson City. The position is responsible for the oversight of federal grants received by the Division for the administration of the HOME Investment Partnerships (HOME) Program, Neighborhood Stabilization Program and the National Housing Trust Fund. This position also oversees the distribution of the Low-Income Housing Trust Funds in addition to the direct administration of its portion of these funds. The position is responsible for managing the planning and annual funding cycle(s), including overseeing consultant activities and coordinating with other State agency(s) in the preparation of the 5-Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report. Allocation of these federal and state funds is performed annually.
The position is responsible for the preparation of grant agreements and contracts with the various participating municipalities, subrecipients and subgrantees and is primarily responsible for all fund distribution and financial compliance. Position is responsible for the system administration for Housing and Urban Development (HUD) software systems, including but not limited to IDIS, DRGR and LOCCS. Inclusive of these tasks are the maintenance of grant forms and manuals, training sub-recipients in compliance, capacity building, program rules and financial policies, processing reimbursement requests, gathering and reporting data as required by HUD or the Division and monthly reconciliation of grant funds. Also, the position oversees the monitoring of the sub-recipient's performance and compliance as it relates to program regulations, including reviewing and reconciling financial audit reports with Division accounting staff. The position coordinates all the programs between the Division and both public and private entities to ensure the overall success of the programs. The position also supervises the three individuals' who administer the Emergency Solutions Grant, the Section 811 Project Rental Assistance (PRA) Program, and the maintenance and compliance of HOME/Trust funds. This position has a travel requirement of up to 25%. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field and three years of professional grants experience which included writing grant applications; determining grant/subgrant program eligibility; researching, writing and implementing grant program plans; managing fiscal aspects of grants/subgrants; providing technical assistance to grant/subgrant recipients; and monitoring and ensuring grant/subgrant recipient compliance; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Grants & Projects Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above.

    Travel may be required up to 25% of the time.

    A State of Nevada/FBI background check will be required of the selected applicant.
The Examination
GRANTS & PROJECTS ANALYST III (07.753) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience.
