The Position
Social Services Program Specialists perform administrative and professional work in conjunction with the administration of statewide public assistance, medical assistance, or social services programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
This position is with the Department of Health and Human Services for the Nevada Governor's Council on Developmental Disabilities (NGCDD). The position functions as the Executive Director of the (NGCDD) as required under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 Subtitle B-Federal Assistance to State Councils on Developmental Disabilities-Section 125(c)(9). The position is responsible for the training, supervision and evaluation of 3 staff. The position gathers input and data and facilitates preparation of NGCDD 5-year plan including establishing goals, objectives and anticipated outcomes; prepares reports; prepares budget; provides ongoing management of expenditures and monitoring for proper use of funds. This position oversees community program development and systems change activities to include: development of NOFA's; assisting NGCDD with evaluation and selection of projects; preparing grant awards; provide monitoring and technical assistance to grantees. This position prepares agendas for upcoming meetings; represents the NGCDD on committees, councils, and advisory groups. This position researches funding opportunities for the NGCDD or its partner agencies; identifies program development or expansion opportunities.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a field of study pertinent to the program assignment and two years of professional social services, medical assistance programs services, or healthcare services experience which included serving as a consultant to professional/supervisory program personnel; directing the operation of a program unit; coordinating program activities with officials and representatives of other agencies; interpretation and application of complex documents such as federal regulations, technical journals, and legislative studies; writing program policies, procedures, and reports; and conducting research and preparing recommendations for management; OR one year of experience as a Social Services Program Specialist II in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    This position requires 25% travel statewide.
    A valid drivers license is required at the time of appointment and as a condition of continuing employment.
