Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff.
The incumbent coordinates duties regarding the work of the Local Government Services staff and outside court reporter regarding the administrative needs of the State Board of Equalization (SBE), Committee on Local Government Finance (CLGF), Mining Oversight and Accountability Commission (MOAC), Appraiser Certification Board (ACB) and the Nevada Tax Commission (NTC). The incumbent provides technical assistance to taxpayers or other appellants in completing required appeal forms; and assists taxpayers or other appellants understand what kind of evidence is necessary for the SBE or the NTC to review. The incumbent analyzes and determines which forum (NTC or SBE) is the correct one based on the type of appeal and the evidence provided; determines what documentation is appropriate for inclusion in case files and excludes duplications; determines whether the record is complete. The incumbent drafts and publishes records and meeting minutes in the appropriate forums and media; drafts agendas, hearing notices and decision letters of the boards and commissions; creates, manages, and maintains boards and commissions dockets, agendas, databases, and files; manages travel and clerical needs of boards and commissions members; plans equipment needs; plans meeting arrangements and develops and communicates information to taxpayers, county and state officials, and other stakeholders as necessary with regard to board and commission activities.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above.
