The Position
Compliance Investigators perform investigations regarding violations of federal and/or State laws or regulations pertaining to a specific State program or regulatory area such as public assistance, real estate, insurance, employment discrimination or sexual harassment. The investigative process is initiated following a formal complaint or suspected violation utilizing standard investigative techniques. Incumbents are not sworn peace officers, and enforcement actions are limited to the specific program or regulatory area and involve informal resolution and/or recommendations for administrative sanctions or penalties which are imposed by a higher authority.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training. The position is located in the Las Vegas office of the Nevada Housing Division, Manufactured Housing section. Compliance Investigators are responsible for performing investigations of violations of State laws or regulations (including NRS and NAC 118B, 489, 461 and 461A) pertaining to Manufactured Home Parks, Manufactured Structures, Licensing, Titling, Landlord/Tenant complaints and Consumer complaints resulting in solutions through preparation of Orders, enforcement of penalties and Administrative Hearings. Compliance Investigators interview complainants, witnesses, State and local agencies, and other sources.
Working independently, and as part of a team, full investigations are conducted to determine any violations, including researching documents and public records, interpreting contracts and legal documents, physical inspections of properties, compiling evidence and rights of citizens. Other duties include mediating and negotiating resolution between contending parties; developing and maintaining statistical reports, case files with evidence and chronological documentation regarding investigative steps taken, reports and attorney general opinions; assisting park owners and managers in day to day operations and compliance; and developing and serving subpoenas, notices of violation, orders and other documents. The incumbent will represent the Division at administrative hearings, workshops, and other meetings; design, prepare and distribute educational material for licensees, park owners and managers, park tenants, manufactured homeowners and the general public; and provide training to owners and managers of mobile home parks and other licensees of the Division, which may include public speaking and class instruction. The Compliance Investigator will perform inspections of manufactured homes and commercial coaches, as well as routine park inspections; provide support in all compliance issues for the Division; and perform other administrative duties as required, including assisting office staff with front counter coverage, greeting and helping constituents, answering phones, and other duties as assigned. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in criminal justice, political science, psychology, social work, business administration or other discipline related to the assignment and one year of investigative experience as an investigator in a specified program area where standard investigative techniques were utilized to make program compliance determinations and prepare detailed reports for the purpose of justifying administrative sanctions, penalties or criminal prosecution. Work experience may be obtained in a law enforcement, investigative, regulatory or compliance setting; OR graduation from high school or equivalent education and three years of experience as described above; OR an equivalent combination of education and experience; OR one year of experience as a Compliance Investigator I in Nevada State service.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    Travel up to 25% of the time is required.
Skills Required
    Current Notary license or ability to obtain a Notary license.
