The Position
Social Services Program Specialists perform administrative and professional work in conjunction with the administration of statewide public assistance, medical assistance, or social services programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. THIS RECRUITMENT MAY CLOSE PRIOR TO THE POSTED CLOSING DATE DEPENDING ON THE AMOUNT OF APPLICATIONS RECEIVED. APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE.
This position is located within the Division of Health Care Financing and Policy (DHCFP/Medicaid), Managed Care and Quality Assurance Unit. This position is responsible for contract oversight of three (3) Managed Care Organizations (MCOs) which included ensuring compliance with the terms of the contract; monitoring Medicaid program changes and incorporating any changes in contract amendments; developing State Plan Amendments (SPAs), policies, and implementing Managed Care Final Rule regulatory changes and monitoring compliance; providing technical assistance, training vendors; serve as liaison with vendors; research and data collection; ensuring the vendor is responsive to recipients and providers when issues arise; and program development and quality initiatives. Will create, compile, prepare and submit required reports, white papers, budgets, presentations and other documentation in a timely manner. The successful candidate will be recommending related policies, operating under best practices, and interpretation of State & Federal rules, regulation, statutes and guidelines. The creation and interpretation of contracts and policies requires the incumbent to apply recognized professional principles to develop solutions to the issues and problems.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a field of study pertinent to the program assignment and two years of professional social services, medical assistance programs services, or healthcare services experience which included serving as a consultant to professional/supervisory program personnel; directing the operation of a program unit; coordinating program activities with officials and representatives of other agencies; interpretation and application of complex documents such as federal regulations, technical journals, and legislative studies; writing program policies, procedures, and reports; and conducting research and preparing recommendations for management; OR one year of experience as a Social Services Program Specialist II in Nevada State service; OR an equivalent combination of education and experience.

Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
    This position requires 25% travel statewide.
    A valid drivers license is required at the time of appointment and as a condition of continuing employment.

    This position requires contract oversight experience.
