Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The Division of Health Care Financing and Policy's (DHCFP) Program Integrity Surveillance and Utilization Review (SUR) Unit is seeking to hire a Management Analyst 3 to be located in Las Vegas. The main function of this position is to review paid Medicaid claims for evidence of improper payment, waste, abuse and fraud and to use the evidence to educate providers and recover overpayments. This position will focus specifically on the Division of Aging and Disability (ADSD) Supported Living Arrangement (SLA) and Jobs and Day Training (JDT) Services. This position will make recommendations to management, as appropriate, for improvements to policies, procedures, claims processing, system modifications and/or edits to prevent or detect fraud, waste and/or abuse related to the SLA and JDT programs. SUR analysts are tasked with the development and review of fraud algorithms to detect anomalies in claims data as well as the development of procedures and reports to detect provider and receipt fraud and abuse. Credible allegation of fraud will be referred to the Medicaid Fraud Control Unit (MFCU) for further investigation. Staff may perform on-site reviews of provider's records to determine if services have been rendered and paid per federal and state regulations including the Nevada State Plan and Medicaid Services Manual. The Management Analyst 3 is responsible for the supervision of activities, case assignments and the training of two level Management Analysts 2's and one Administrative Assistant 2. This position will coordinate with the Program Integrity Chief, SUR Manager and other SUR Supervisors located both in Las Vegas and Carson City. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR one year experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis.
Special Notes
Without the required Bachelor's degree this position would require 7 years of experience of which 2 years were at the paraprofessional level and 5 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.

This position requires up to 25% travel.
