The Position
Compliance/Audit Investigators perform investigative and auditing functions to monitor compliance and detect violations of federal and/or State laws or regulations pertaining to a specific program or regulatory area such as securities, Medicaid, mortgage lending, or workers' compensation. Investigators allocated to this series do not require P.O.S.T. certification.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
This position is located with Business and Industry in the Nevada Real Estate Division's Common Interest Communities section (HOA) in the Las Vegas office. Under general direction, position is responsible for the administration of investigative unit activities on a statewide basis for the Nevada Real Estate Division's Common-Interest Communities section. The incumbent will establish and direct investigative unit activities based on department goals and objectives; review and evaluate operational efficiency and compliance with program policy and procedures; and directly supervise a staff of subordinate Compliance/Audit Investigators performing real estate investigations and audits into suspected violations of NRS 116 and 116A. Incumbents assist in the planning and development of the program budget, internal policies and procedures, and the implementation or introduction of State legislation. In addition, they work directly with the Program Administrator, agency heads, business representatives, violators, complainants, and judicial system regarding complaint resolution, regaining compliance, pursuing administrative and/or criminal prosecution, imposing administrative sanctions or penalties and addressing a hearings board or commission. A State of Nevada/FBI background check will be required of the selected applicant at their own cost.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, business management, accounting, or related field and four years of professional experience in an investigative, auditing or professional program-related position which required the application of state and/or federal laws, policy and procedure in making program compliance determinations; preparing detailed reports for the purpose of justifying administrative sanction penalties or changes in management practices, policy and procedure; or recommending criminal prosecution; OR graduation from high school or equivalent education and six years of experience, four of which were in a professional investigative, auditing or professional program-related position which required the application of state and/or federal laws, policy and procedure in making program compliance determinations; preparing detailed reports for the purpose of justifying administrative sanctions, penalties or changes in management practices, policy and procedure; or recommending criminal prosecution; OR an equivalent combination of education and experience; OR two years of experience as a Compliance/Audit Investigator III in Nevada State service.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
    Professional experience as a lead worker in an investigative unit, or a unit whose primary function is to investigate and prepare cases for disposition.
The Examination
CHIEF COMPLIANCE/AUDIT INVESTIGATOR
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your professional experience working with State and/or federal laws and regulations related to: NRS 116 which regulates common-interest communities and condominiums. This experience could be in a number of capacities including as a real estate professional, legal advisor, etc.
2) Describe your experience, including the number of years, testifying before an administrative body, legislature, board or commission.
3) Describe your experience, including the number of years, working with real estate issues related to homeowners associations.
4) Describe your experience, including the number of years, working in a lead capacity or supervising professional staff in the following occupations: A) compliance investigators; B) investigators; C) regulatory staff such as auditors. Please include your duties such as reviewing work assignments, training, scheduling, performance evaluations, etc.
5) Describe your professional experience which required conformance to due process and/or open meeting laws.
6) Describe your public speaking experience in the following areas: A) developing and presenting formal presentations; B) developing and presenting formal classroom training
7) Describe your investigative experience with high-profile public cases. Include details of your method of handling of this type of case.
