The Position
Health Program Specialists plan, develop, implement and evaluate health services and activities; develop goals, objectives, program requirements and procedures; provide technical information regarding specialized health related conditions; and participate and provide support to various committees, advisory boards and other work groups.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
This is an underfill for Health Program Specialist 2 (HPS2) position within the Bureau of Child, Family, and Community Wellness, Oral Health Program. The overall purpose of the position is to manage all Oral Health Program functions including: grants, reports, evaluation of program activities, community collaborations, and programmatic budget activities. The HPS2 will be responsible for assisting in the development of more efficient systems, reducing program costs, improving current dental service delivery models in the state, monitoring and evaluating service demands and program productivity, researching current oral health trends and national issues, and informing the Oral Health Program team of partnership/stakeholder meetings. In addition, the Health Program Specialist 2 (HPS2) will be responsible to oversee water fluoridation reporting, provide updates to the Safe Drinking Water Bureau, and lead communication efforts with the CDC. Work with the Advisory Committee on the State Program for Oral Health to develop agendas, manage requests for information, provide technical assistance, monitor membership eligibility, and assist the Committee in adhering to open meeting law and Committee bylaws. Oversee timely posting of all required information. Manage inventory of dental supplies, ensure inspection and maintenance of program?s portable dental equipment, implement infection control measures, and monitor compliance of portable equipment liability waivers. Participate in weekly Oral Health Program meetings, project teams, and working groups, and contribute to the development and implementation of projects. Work independently toward agreed-upon program goals, respond with flexibility to changing needs, and demonstrate critical thinking and problem-solving processes. This position leads communication efforts, assists in writing continuation grants and progress reports associated with funding, and speaks and presents publically to stakeholders.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a health science, behavioral science or closely related field applicable to the program area and two years of health-related experience which included at least two of the following areas: researching, collecting and analyzing data and statistics, developing objectives, protocols and procedures; providing health education services to target groups or the general public; evaluating program effectiveness and accomplishment of desired outcomes to meet agency, federal or other standards and guidelines; providing prevention, identification or treatment services to individuals or populations who have been diagnosed or are at risk of contracting life and health threatening diseases and/or conditions; and/or investigation and prevention of communicable or chronic diseases; OR an equivalent combination of education and experience as described above.
