The Position
Clinical Program Managers plan, organize, implement and direct one or more mental health, intellectual disabilities, and/or child development service delivery programs by establishing goals, objectives, policies, and procedures; monitoring and evaluating program performance; developing and monitoring budgets; integrating programs with other state and community services; and supervising clinical and administrative staff, typically including licensed Psychologists and/or subordinate supervisors of professional clinicians.
Clinical Program Manager III's manage the full range of programmatic and administrative functions of a large and complex regional or statewide service agency with multiple programs.
SOUTHERN NEVADA ADULT MENTAL HEALTH SERVICES (SNAMHS), Stein Forensic Hospital is currently recruiting for a Clinical Program Manager 3. This facility is a secure forensic hospital providing inpatient forensic services for adults who are court committed, serving Southern Nevada. Through a team approach, SNAMHS provides innovative inpatient and outpatient mental health services for the Southern Nevada community. SNAMHS is an exciting place to work with emphasis on utilizing the recovery model, developing innovative programs, increasing consumer and family involvement, educating the public through a variety of activities, and implementing a best practices clinical program. This position oversees the daily clinical programs within Stein Forensic Hospital by supervising professional and technical staff, providing training and evaluating performance of program provision. The successful incumbent will work with the court system and law enforcement related to the clients care and security. This position will supervise programs that include psychology, social services, nursing and security. The Clinical Program Manager III will plan and organize the clinical programs that deliver psychiatric care to clients in a 24 hour secure facility. This position will assure the program is in compliance with court ordered timelines and the Nevada Revised Statutes that govern the various forensic services provided at the facility. The successful candidate will be familiar with and able to implement these statutory requirements. This position will be responsible for ensuring the facility is in compliance with all Nevada State licensing requirements.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    A Master's degree from an accredited school in clinical psychology, clinical social work, counseling, or a curriculum related to the option/s identified, and four years of post-Master's degree management experience in a complex human service delivery organization requiring integration of services with a variety of public and private sector agencies, all four years of which included program budget responsibility, two years of which required managing multiple program units and supervision of professionals in the option/s identified; OR a Ph.D. from an accredited college or university in clinical psychology, clinical social work, counseling, or a curriculum related to the option/s identified, and two years of post-Master's degree management experience in a complex human service delivery organization requiring integration of services with a variety of public and private sector agencies, all of which included responsibility for the development and management of program budgets, and management of multiple program units and supervision of professionals in the option/s identified; OR a Doctoral degree (Psy.D.) in clinical psychology from an accredited school of professional psychology, and two years of experience as described above.

The Examination
CLINICAL PROGRAM MANAGER 3, OPTION C: MENTAL HEALTH (10.121C) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Budget development and management responsibility : a) minimum $200, 000 - $750,000 Or b) Over $750,000? Please explain.
2) Describe your experience, including number of years in managing mental health, mental retardation, or related outpatient or community services (e.g., community case management, transitional programs, supporting living programs).
3) Describe your experience, including number of years with supervision of subordinate supervisors of human service delivery staff.
4) Describe your experience, including number of years with management of multiple program components beyond requirements of Minimum qualifications.
