The Position
Social Services Chiefs manage the overall design, analysis, development and evaluation of social services programs.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is located in Policy Development and Program Management Unit of the Division of Health Care Financing and Policy (DHCFP/Medicaid), overseeing hospitals and clinics and reports to the Deputy Division Administrator. The position is responsible for developing statewide policy for Inpatient/ Outpatient hospitals, Federally Qualified Health Centers, Rural Clinics, Laboratory, Radiology, and Physician Services for Nevada Medicaid and Nevada Check Up programs and oversees professional and paraprofessional State staff as well as utilization management contracts. Major responsibilities include oversight of the development, implementation and maintenance of statewide clinical policies, utilization management practices, key performance indicator reports and state plan, policy and procedure documentation, working with the medical community to determine best practice standards and assure access to quality care and development, implementation and monitoring of legislative budgets. The incumbent will serve as a liaison to key stakeholders, federal/state partners and congressional delegates. Drivers license or equivalent mobility and national and statewide travel is required in order to work with stakeholders.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in social work, health or social science, public or business administration or related field and five years of relevant professional experience which included directing social services or the operation of a program unit; coordinating program activities with officials and representatives of other agencies; interpretation, application and implementation of complex State laws and federal regulations; writing program policies, procedures, and reports; and conducting research and preparing recommendations. Two years of the required experience must have included supervision of staff at a paraprofessional level or above; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
The Examination
If there are five or fewer qualified applicants, the exam will consist of an application evaluation. (This statement does not apply for Until Recruitment Needs are Satisfied (URS) announcements).
SOCIAL SERVICES CHIEF 3 (12.300) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

2) Describe your experience, including number of years, in reviewing and evaluating social services programs using research methods such as participant observation, statistical analysis, interviews or literature review to understand best practices and program implementation for a particular type of service.
3) Describe your experience, including number of years, in coordinating multiple funding sources tied to program activities and outcomes.
4) Describe your experience, including number of years, in the following: a) helping grantees apply best practices to their particular service; b) implementing that service within their community including collaboration and coordination with other service providers; and c) linking grantees with other service providers for similar services statewide and nationally.
