The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
Under the direction of the Field Services Manager, coordinates resources and activities between DMV offices; coordinates and assists Field Services Manager in developing staffing plans and resolves issues arising in specific offices; comply, analyze, interpret, and research statistical data; prepares verbal and written reports; assists in budget development; conducts special studies; ensures confidentiality of records; prepares confidential correspondence relating to personnel issues; plans and manages travel arrangements; assists Field Services Manager with planning, organizing and scheduling meetings, appointments, and training; coordinates personnel functions for office; processes forms; maintains statistics and records, compiles reports; interfaces with DMV personnel representatives; oversees facility management by planning, organizing and directing facilities' building and grounds maintenance, repairs, security functions and capital improvements; writes/reviews specifications for bids, monitors purchases initiated by field services office and analyzes inventories; coordinates activities with headquarters purchasing/inventory control section; serves as liaison with the HR/Employee Development unit; ensures and/or provides training to supervisors regarding security, audit, supply/inventory, and personnel/administrative rules/practices. Conducts auditing of the facilities on a regular basis to ensure the facility meets the requirements of the state safety regulations; and ensures adequate security systems are functional and procedures are in place. Acts as DMV liaison to Buildings and Grounds Division and with all subcontractors, and is responsible for the outside grounds and parking lot of the facility ensuring they are properly maintained. The Department of Motor Vehicles is required to comply with 49 CFR 1572.103 which provides that an agency involved in the issuance of Real ID Driver's Licenses shall not knowingly employ a person if they have been convicted of any of the felonies listed under this regulation.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university in public administration or related field and two years of previous experience in planning, coordinating or administering a program: OR two years experience as a Program Officer II in Nevada State service; OR graduation from high school or the equivalent and six years of previous experience in planning, coordinating or administering a program; OR an equivalent combination of education and experience.

Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.

The Examination

The exam will consist of a rating of training and experience weighted 100%.
