The Position
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is located within District I, Las Vegas. Incumbent will plan, organize, and direct the Las Vegas North Maintenance Station, surrounding stations, buildings and grounds, and equipment programs in compliance with State and federal laws, rules and regulations, department policy, and budgetary authority. Incumbent is responsible for administration of district maintenance and equipment operations to include establishing priorities within the parameters of the annual work program; coordinating with highway maintenance and equipment mechanic supervisors regarding scheduling materials and equipment needs; reviewing maintenance management system reports and work program reports; overseeing buildings and grounds maintenance; ensuring adequate staffing of maintenance crews and equipment shop staff; overseeing safety programs for assigned areas; reviewing and developing equipment specifications; developing work plans and budgets; observing projects in progress; and budgeting for contract services of rest areas and inmate labor. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from high school or equivalent education and two years of supervisory experience that included overseeing and coordinating highway maintenance activities for an assigned geographical territory such as planning, scheduling and coordinating district priorities and major betterment projects; monitoring work in progress; selecting sites for material storage; arranging for material deliveries and availability for specialized equipment; and interpreting and implementing a variety of local, State and federal regulations pertaining to highway maintenance and safety; OR two years of experience as a Highway Maintenance Supervisor II or a Maintenance Management Coordinator in Nevada State service; OR an equivalent combination of education and experience.

    As a condition of employment, pursuant to NRS 284.4066, this position has been identified as affecting public safety.  Persons offered employment in this position must first submit to a pre-employment screening test for controlled substances.

The Examination
Highway Maintenance Manager - NDOT
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. 1) Describe your experience applying State and agency administrative regulations, policies and requirements.
2) Describe your experience applying policies and procedures from: 1) Maintenance Management System manual; 2) Standards for Road and Bridge Construction; 3) Standard Specifications for Road and Bridge Construction; 4) Maintenance Sampling and testing Frequency; and/or 5) Best Management Practices handbook (storm water runoff).
3) Describe your experience applying Federal and State laws and regulations pertaining to highway maintenance operations from: 1) Manual on Uniform Traffic Control Devices; 2) Nevada Work Zone Traffic Control handbook; 3) Hazardous Materials, Substances and Waste Compliance Guide; and/or 4) Environmental and Cultural Clearances.
4) Describe your experience with direct interaction with management and supervisory level staff both internally and externally to solve problems or negotiate solutions to difficult problems and issues.
5) Describe your experience in allocating materials and equipment including their acquisition and application.
6) Describe your experience analyzing maintenance, material and equipment plans and specifications to effectively direct and administer program functions.
7) Describe your experience directly interacting with the general public in investigating, resolving and answering requests and complaints.
8) Describe your experience interpreting engineering drawings, plans, maps, layouts and specifications.
9) Describe your experience directing and monitoring maintenance operations within a major section of a district.
10) Describe your experience preparing and monitoring budget and maintenance work programs.
