The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The Department of Public Safety (DPS) has an opening for Program Officer II with the Investigation Division located in Carson City, Nevada. This position supervises the Records Section of the DPS Investigation Division, and further serves as the Division's Custodian of Records and lead assistant terminal agency coordinator (ATAC). The position will administer the Division's case management system; process court orders and subpoenas; conduct audits of the Division's compliance with NCIC and NCJIS; provide training and certification to department personnel for NCIC and NCJIS; create statistical reports for the Office of the Chief when required; and assist the Office of the Chief in preparing information and documents for presentation to the state legislature when necessary. The ideal candidate will have strong verbal, written, and interpersonal communication skills; become knowledgeable about laws and department policies relating to warrant submissions and validations; become knowledgeable with laws and regulations relating to records retention; and have or receive certification to access criminal justice databases such as Spillman, NCIC, NCJIS, and SCOPE.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in public administration or a related field and one year of previous experience in planning, coordinating or administering a program; OR one year experience as a Program Officer I in Nevada State service; OR graduation from high school or the equivalent and five years of previous experience in planning, coordinating or administering a program; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI background check will be required of the selected applicant.
    Pursuant to NRS 284.4066, this position has been identified as affecting public safety. Persons offered employment in this position must submit to a pre-employment screening for controlled substances.
    A pre-employment criminal history check and fingerprinting are required.
The Examination
PROGRAM OFFFICER 2 (07.647) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

3) Describe your experience, including number of years, developing formal written and/or verbal communications such as newsletters, communiqués, reports, directives, presentations and/or online training materials.
4) Describe your experience, including number of years, conducting training and outreach programs as follows: A) written/oral presentations in a standard classroom setting; B) online instruction.
5) Describe your experience, including number of years, serving on a multi-advisory committee, task force, or panel.
6) Describe your supervisory experience, including the number of years.
7) Detail your experience, including number of years managing a program. Describe the complexity of the program(s) you have managed in the following terms: A) single component program(s); and/or B) multiple component program(s).
8) Describe your experience, including number of years, within the field of criminal justice as follows: A) a public safety department; B) sheriff's office/police department; C) court system; D) district or city attorney's office; E) enforcement agencies such as DMV Compliance Enforcement, Gaming Control Board Enforcement Division, Dept. of Wildlife Division of Law Enforcement, etc.
9) Describe your computer skills. Include the programs and level of proficiency as follows: Basic, Intermediate, or Advanced.
