The Position
Business Process Analysts apply an in-depth knowledge of the agency's program areas to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements.
Train, supervise, and evaluate the performance of subordinate staff and may serve as project leaders with responsibility for defining and managing the project scope and objectives. Non-supervisory positions allocated at this level receive minimal or no technical supervision within their department. Incumbents are responsible for long range, broad based planning for a variety of complex automated programs and policy development affecting major aspects of the work unit's activities/functions and perform all lower level duties as required. Incumbents prepare project justifications; manage project funding, resource allocation, timelines, status reports, and implementation plans; implement projects; and review work and provide technical and professional guidance to subordinate staff.
This position is located within the Aging and Disability Services Division (ADSD) of the Department of Health and Human Services - Information Technology / Project Management Unit in Carson City, NV. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and provides a positive work environment. The mission of ADSD is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives to the greatest extent possible. The incumbent will function as a Project Manager for the implementation of internal and external development of IT solutions, and will assist the Project Management Office (PMO) with the analysis and requirements gathering for IT projects. Other duties will include creating, modifying and managing a SharePoint page of ongoing projects while documenting progress as well as the completion dates of project items; maintaining project management information and statuses in a project management software application; maintaining the integrated change control process for the division; providing information and reports to agency leadership as needed; auditing internal IT mechanisms; and implementing continuous improvement cycles for IT procedures.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and three years of progressively responsible professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included two years of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst II in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting.
Additional Position Criteria
    Experience in project management related to software development and/or software systems implementation.
    Experience in the analysis and documentation of business processes, and the creation of workflow documentation/diagrams.
