The Position
Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.
This position is with the State Public Charter School Authority (SPCSA) located in Carson City, NV. The Administrative Services Officer II (ASO II) will report to the Director and will function as the Director of Administrative and Support Services for the SPCSA. This position will plan, implement, and monitor comprehensive performance frameworks of charter schools for compliance with regulation and law, including review of annual independent audits completed by certified/licensed professionals and require application of comprehensive accounting standards and federal compliance requirements; formulate, develop, and oversee system for compliance related to federal/state funded grant program management, internal controls, and procedures; and analyze and resolve problems related to operations and fiscal management, which include solutions to unprecedented circumstances. The ASO II will provide leadership in the area of finance by suggesting, designing, and implementing regulatory and fiscal policies that strengthen oversight and function of the SPCSA. Additionally, the ASO II will direct and oversee activities for contract procurement and management, comprehensive grants management, administration of a data warehouse which contains federally protected Personally Identifiable Information (PII), prepare and make presentations to legislative and regulatory/policy oversight committees, and is the agency contact regarding Human Resource matters. The ASO II will also review and analyze schools' independent audits and reports to the Agency; improve charter school performance through aligned technical assistance to charter schools; and maintain compliance with all state and federal funds.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and four years of varied and professional experience which included budget development and analysis; responsibility for accounting or fiscal management; development, management and evaluation of a large and complex program; and/or management of two or more business operations such as contract and lease administration, purchasing and warehouse operations, buildings and grounds maintenance, food and laundry services, data processing, facilities maintenance and construction, communications equipment, or fleet maintenance; one year of which was equivalent to an Administrative Services Officer I in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis.

    Appointment to this class requires successful completion of a written examination.

    A State of Nevada/FBI background check will be required of the selected applicant.

    This position requires experience with charter school or public school finance, or the finances of federally funded programs is required.

ASO I, II, III and IV Training and Experience exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. In order to receive credit, the experience claimed MUST be documented in your application. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Describe your budget experience in the following areas: a) development of a budget; b) justification of a budget; c) implementing and monitoring a budget; and/or d) budget experience involving multi-source funding.
2) Describe your Financial Administration experience in the following areas: a) review of fiscal matters; b) analysis of fiscal statistics; and/or c) determining resolution of problems.
3) Describe in detail your experience managing a program area or business operation in the following areas: a) purchasing; b) buildings and grounds; c) contracts and leases; d) IT center/unit; e) personnel/payroll; f) other program or business operation; and/or g) experience directly related to the program(s)/operational area of the current vacancy. No points will be given if detailed information on your duties/responsibilities is not provided.
4) Describe your experience supervising Professional staff to include: employee selection, training, evaluation, and disciplinary actions.
5) Describe your Legislative experience in the following areas: a) developing BDR's; b) analysis of Bill's Impact on Department/Agency; and/or c) testifying before legislature.
6) Describe your experience developing, reviewing and revising Policies and Procedures.
7) Indicate the level of degree you possess in either Business Administration, Accounting, Finance, or a related educational field: a) Master's degree; b) Bachelor's degree; or Associates degree. List the type of degree, issuing institution, and date degree was received.
The following additional questions are part of this Recruitment
1) Do you have prior experience successfully developing budget requests and work programs for a state agency or other complex governmental entity? Please give us at least three detailed examples of successful accomplishments in this area, including the specific situation, the tasks you performed to accomplish the goal, individuals you worked with both within your agency and externally, and the results of your work.
2) Please give us at least three examples of times at work where you had multiple competing priorities from different constituencies. What was the situation, what tasks were you responsible, what decisions and actions did you take, and what were the results?
3) As the State Public Charter School Authority (SPCSA) Administrative Services Officer II (ASO II), you will be the senior financial officer of the state's third largest local education agency. Please describe your experience in working directly with schools and with school districts in both oversight and customer service capacities. Please describe your familiarity with independent audits and with Generally Accepted Auditing Standards (GAAS), Generally Accepted Government Auditing Standards (GAGAS), Governmental Accounting Standards Board (GASBE), and Financial Accounting Standards Board (FASBE).
