The Position
Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing and payroll.
THE SELECTED CANDIDATE WILL UNDERFILL AN EEO OFFICER POSITION WHILE RECEIVING TRAINING TO PERFORM THE FULL SCOPE OF THE DUTIES. WHILE THE POSITION IS BEING UNDERFILLED, THE INCUMBENT WILL NOT BE REQUIRED TO PERFORM THE SUPERVISORY DUTIES. THE INCUMBENT WILL RECEIVE AN AUTOMATIC ADVANCEMENT UPON MEETING THE MINIMUM QUALIFICATIONS, MAINTAINING SATISFACTORY PERFORMANCE AND RECEIVING ENDORSEMENT BY THE APPOINTING AUTHORITY. Under the direction of the DPS HR Manager, after the initial training period, this position will be responsible for supervising the DPS Background Investigation Unit, which is currently staffed with four (4) permanent pre-employment background investigators, as well as temporary background investigators.
The selected candidate will assist in managing the DPS affirmative action and diversity inclusion initiatives and policies; assist in providing consultation and resolution services to employees to help reduce conflicts in the workplace; partner with the State EEO and Discrimination Investigation Unit to investigate and address complaints at the lowest level possible; conduct sexual harassment prevention refresher training to DPS employees and maintain appropriate training records; prepare and provide statistical reports for compliance and decision making purposes; may attend career fairs with DPS recruiters and participate in other community events to promote awareness of career opportunities at DPS; assist in developing and implementing policies and proactive measures to ensure DPS' continued compliance with employment laws and policies; assist in managing and addressing discrimination complaints, including preparing well-written and defensible position statements; track, review, and analyze complaints and trends and make recommendations for positive changes; and network and keep current on nation-wide employment trends, case laws, changes and updates to employment laws. The ideal candidate is detailed-oriented, communicates well orally and in writing; has interpersonal skills to effectively interact with all levels of employees and other law enforcement agencies; is knowledgeable in employment laws; can strictly adhere to maintaining sensitive and confidential information; and also comfortable working in a law enforcement environment. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
    A pre-employment criminal history check and fingerprinting are required.
    This position has a 10% travel requirement.
    Requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
