The Position
Emergency Management Programs Managers are responsible for managing programs, personnel and other resources that must satisfy the emergency preparedness mandates and initiatives associated with federal grant programs as well as operational functions of the State Emergency Operations Center.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. Organize programs in achieving emergency management goals and objectives to protect lives, property, and the environment, and develop strategic plans for short- and long-term needs to ensure the development of continuity of operations. Under the direction of the Chief of the Division of Emergency Management (DEM), the Grants, Recovery, and Mitigation Section provides managerial oversight, direction and coordination for the Grants, Recovery and, Mitigation Section within DEM. Manages the programmatic and financial processes for all disaster and non-disaster DEM administered grants. Supervisory responsibilities of the preparation of grant applications to secure funding for the state and/or state sponsored programs. Act as the grantee and supervisor responsibilities of disbursing funds to successful applicants in a timely and accurate manner. Monitor the progress of the projects and ensure the submittal of required reports indicating the status and completion date for approved grants/projects. Knowledge of grant program requirements and federal, state, tribal and local rules, regulations and guidelines. Audits and inspects (to include on-site visitation) of programmatic and financial records of sub-grantees to ensure compliance. Supervise and directs activities of the Grants, Recovery, and Mitigation staff including selections, motivate and staff development, assign duties, evaluate performance, and take appropriate disciplinary action if needed.
Assist in developing goals and strategies, schedules, or milestones for the section and divisional projects or activities as required. Participate in the preparation and maintenance of DEM's annual budget by estimating future expenditures and program costs. Supervisory responsibilities for the State's Preliminary Damage Assessment Team and assigned Boards, Commissions and Councils administered by DEM and assigned to this section. Monitor the financial performance of the State's disaster relief programs and prepare comprehensive narrative and financial reports to management for budget preparation and presentations to the Chief, DPS Director, Governor's Office, Legislature, Board of Examiners, Interim Finance Committee, and other local, state, and federal entities. Develop, maintain, and provide support and aid in training, workshops, conferences, and exercises by providing technical assistance. Activation as a member of the Emergency Operations Center may be necessary in the event of a major emergency from response operations to the long term recovery phase. This may serve to disrupt/alter/revise or totally change all previously established work performance standards, requiring 100% of the time, until the emergency is over. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited university in emergency management, fire science, criminal justice, political science, business administration or closely related field and three years of experience in emergency management in a governmental entity or private organization which must have included program management, budget preparation and control, strategic planning, and grant management, one year of which must have been in a supervisory capacity; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI background check will be required of the selected applicant.
