The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.

This position requires administrative work in planning, coordinating and directing comprehensive HAVA programs and functions to ensure continued HAVA (Help America Vote Act) compliance. The incumbent is required to help administer a voter outreach and county education program in order to meet the established goal of maintaining ongoing HAVA compliance; monitoring polling sites and other online visits and reviews to recommend and implement needed changes to maintain HAVA compliance. Information gathering and interpretation of HAVA and it's rules and regulations to department staff, the general public and the local county level election management to ensure their understanding of HAVA and meeting compliance; compiling data and reports, particularly in regards to federal grants, in order to make budget requests and to aid management in making policy decisions in regards to the success of HAVA compliance; and familiarity in the operation of statewide voting equipment and conduct accompanying training to ensure understanding and compliance with all federal and state rules and regulations falling under HAVA.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in public administration or a related field; OR graduation from high school or the equivalent and four years of previous experience either performing or assisting in the planning, coordinating or administering of a program; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required.
Skills Required
    Microsoft Excel Advanced level
    Applicants must be able to communicate(read, write, and speak) in Spanish and English sufficiently to be able to perform basic communication with the public, in addition to preparing and reviewing documents in both languages.

PROGRAM OFFICER I (07.649) Written Exam
The exam will consist of a written weighted 100%.
