Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
The position is located within the Department of Taxation in the Administrative Services Division in the Carson City office. Incumbent monitors Revenue Premier and TaxMaster programs, researches and resolves application issues, and gathers requirements for enhancements to Revenue Premier and TaxMaster. The position prepares automated system test plans; documents and reviews test results to assess the accuracy and completeness of program code changes; consults with programmers regarding the technical requirements, clarifications and logic, and deficiencies of programs; prepares end user procedures; develops training material and trains staff on the use of the system/software, either individually or in a classroom setting; monitors quality assurance; works with end users to identify, prioritize and initiate system work requests and works with programming staff to test and support the implementation of system changes; develops transition plans; devises and implements procedure modifications; and develops procedural alternatives in the absence of properly operating software. The incumbent will also serve as liaison between IT and auditors.
The incumbent also provides secondary support for other Department programs, activities, and internal computer systems. The incumbent identifies work processes that may be automated; defines potential benefits of proposed system enhancements or deficiencies to be corrected in existing systems; analyzes information regarding the impact of changes in State, federal, or departmental policy on automated systems and procedural processes within program areas; develops and documents business and functional requirements for proposed system enhancements; designs, develops, manages, and maintains databases, electronic forms, web applications, and special projects/events; analyzes and interprets new and revised federal and State laws and regulations; participates in program planning, budgeting, quality assurance, procedure development and evaluation, and training development and presentation for a variety of Department programs; and serves as main contact point for designated vendors and state agencies to ensure continuity is being maintained. A State of Nevada/FBI background check will be required of the selected applicant and will be at the cost of the applicant.
In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR one year experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis. |

Appointment to any level in this series requires successful completion of a written examination. |

Without the required Bachelor's degree this position would require 7 years of experience of which 2 years were at the paraprofessional level and 5 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.
