Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
This position is located within the Nevada Division of Public & Behavioral Health, Bureau of Behavioral Health, Wellness and Prevention, Office of HIV/AIDS in Carson City. The incumbent prepares, monitors and maintains the Ryan White Part B Program biennial budgets; projects future costs; monitors fiscal transactions to ensure expenditures are in conformance with Federal, State and department regulations and budgetary limits; and develops budgetary reports and comprehensive narratives. The incumbent conducts fiscal comparisons; compiles and analyzes data; prepares and presents reports summarizing study results/conclusions; and makes recommendations regarding fiscal procedures. The incumbent prepares grant applications to secure federal funding for State and/or State sponsored programs; reviews and evaluates proposals submitted by organizations for program participation; provides guidance and technical assistance to service providers to ensure program operations are in compliance; oversees grants management, program planning, interpretation and analysis of fiscal regulations, policies and procedures; and monitors service provider operations to ensure adherence to program objectives. **THIS RECRUITMENT MAY CLOSE PRIOR TO THE POSTED CLOSING DATE DEPENDING ON THE AMOUNT OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and two years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR one year of experience as a Management Analyst I in Nevada State service; OR an equivalent combination of education and experience on a year-for-year basis.

Appointment to any level in this series requires successful completion of a written examination.
Without the required Bachelor's degree this position would require 6 years of experience, 2 years of paraprofessional experience and 4 years that were at the professional level performing research, development, evaluation or revision of programs, organizations, methods or procedures.

Additional Position Criteria
State fiscal experience to include working with federal grant applications and providing technical support, contracts, and budgets is required.
