The Position
Health Program Specialists plan, develop, implement and evaluate health services and activities; develop goals, objectives, program requirements and procedures; provide technical information regarding specialized health related conditions; and participate and provide support to various committees, advisory boards and other work groups.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
This Health Program Specialist 2 position's purpose is to manage the Comprehensive Cancer Control and Tobacco Prevention and Control Programs within the Chronic Disease Prevention and Health Promotion (CDPHP) Section of the Bureau of Child, Family and Community Wellness (BCFCW). This position is also responsible for leading the Policy, Systems and Environmental Change Workgroup. This position provides leadership and vision to the Policy Unit to work in a collaborative manner with both internal and external programs and agencies. Priority is placed on the leveraging of existing resources across CDPHP programs to extend policy efforts and activities. High level of attention is given to future planning for reimbursement based on the Affordable Care Act and its impact on Nevada's expanded Medicaid population. The position establishes the vision and insight behind forming key relationships and linkages with the medical community, civic organizations, local governments, and academic institutions to further tobacco control and cancer prevention. The position stays current on cancer and tobacco prevention efforts utilizing the most progressive approaches to ensure programs are effectively applying population-level techniques.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a health science, behavioral science or closely related field applicable to the program area and three years of health-related experience which included at least two of the following areas: researching, collecting and analyzing data and statistics, developing objectives, protocols and procedures; providing health education services to target groups or the general public; evaluating program effectiveness and accomplishment of desired outcomes to meet agency, federal or other standards and guidelines; providing prevention, identification or treatment services to individuals or populations who have been diagnosed or are at risk of contracting life and health threatening diseases and/or conditions; preparing grant applications and budgets and developing, preparing and administering contracts and reports related to health services; and/or investigation and prevention of communicable or chronic diseases.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
Additional Position Criteria
    Experience in managing and monitoring local, state or federal grants.
    Experience preparing grant applications, writing quarterly/annual reports.
