The Position
Employment Security Division (ESD) Program Specialists participate in statewide program development; interpretation of federal and State laws and regulations; program planning, budgeting, and quality assurance; and training development and presentation for programs related to unemployment insurance benefits, employer unemployment tax contributions, and workforce investment services.
The ESD Program Specialist provides statewide coordination on assigned program(s). This includes ensuring that program activity is conducted in accordance with program guidelines, that budgets are properly expended on allowable program activity, that staff are properly time coding and correctly charging to the assigned program(s), and if performance goals are being met. This position develops, reviews, and revises program(s) policies and operating procedures, analyzing problems and anticipating new problem areas, and ensuring compliance with laws, rules and regulations; cooperates with federal, state, local agencies by receiving and sharing information and attending meetings to reach jointly shared goals; assists in the development of budgets, goals and objectives, and the federally negotiated standards of performance on assigned program(s); writes and edits materials to advertise and promote assigned program(s) for internal/external distribution; informs and advises management of issues which could have a potential impact on specific program(s) activities or funding; works with the Department's Financial Management section to ensure assigned program(s) expenditures are allowable costs and are within the approved/modified budgets; tracks pertinent customer data by entering into a data collection system and report performance on assigned program(s) monthly or upon request. Compiles program(s) reports by analyzing data from employer contacts, documents information and maintains files in order to ensure program(s) compliance and accountability. This position will be located at the Department of Employment, Training and Rehabilitation in one of our Workforce Investment Support Services Office located in Carson City or Las Vegas.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from high school or equivalent education and three years of program experience which included analyzing information, problems and situations to formulate solutions and make decisions; applying complex laws and regulations; writing business correspondence, documenting findings, and preparing summary reports or recommendations; and participating in planning and coordinating the activities of customers, staff, employer representatives and/or professionals in the community for the purpose of developing strategy to accomplish a mutually agreed upon goal; OR three years as an Unemployment Insurance Representative III, Contributions Examiner II or Workforce Services Representative III in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting.
