The Position
Chief Insurance Examiners plan, organize, direct and review new insurance products and programs to ensure that policies, rules, forms, business practices and operations comply with State laws and regulations, agency policies and procedures, and accepted industry standards.
The Motor Vehicle Appraiser, appraise motor vehicles in wrecking and tow-yards for abandoned vehicle liens; determine value and legal methods of disposal; inspect vehicles' identification numbers to determine legal ownership; provide information regarding lien procedures and documentation for title processing and vehicle registration. This position is located in our Elko office within our Field Services Division. The incumbent in this position will perform the following duties: Under direction, appraise motor vehicles in wrecking and tow-yards for abandoned vehicle liens; work is performed in a specialized field which requires an extensive knowledge of motor vehicles. Must be able to work under adverse conditions such as extreme heat or cold, in or near the path of moving vehicles, or on difficult or steep terrain. Position appraises and researches abandoned motor vehicles and trailers to determine monetary value, verify state of registration, prepare reports, assist customer with lien sales and restoration of vehicle identification. Establish authenticity of abandoned vehicles by inspecting tow tickets, police reports and property owner release forms. Research abandoned vehicles upon receipt of vehicle transmittal sheets from tow companies and wrecking yards; ensure the entry of all vehicle identification numbers into the NCJI/NCICS database to verify state of registration and determines status of vehicles.
Read and interpret NRS, NAC and Federal regulations and disseminate appropriate information. Determines value by the amount of physical damage and/or condition of vehicle or if the vehicle holds any liens or is currently registered. Determine legal methods of disposal; provides information regarding lien procedures and mandatory paperwork for title processing and vehicle registration; and performs related work as required. Operate a computer and associated equipment; track and maintain statistics in spreadsheets and data basis. Must be able to use mechanics hand tools in the discovery of hidden VIN numbers. Assist Law enforcement agencies in identifying severely damaged vehicles by means of VIN number location and reconstruction and/or by using component numbers i.e. engine/transmission or air bag serial numbers and linking them via contacting NICB to the VIN number. Incumbents provide training and direction to motor vehicle inspectors.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from high school or equivalent education (GED) and two years of progressively responsible experience involving the appraisal and inspection of vehicles; OR one year of experience as a Motor Vehicle Inspector II in Nevada State service six months of which involved the appraisal of motor vehicles.
