The Position

The Energy Efficiency Specialist (EES) will work under the direction of the Energy Program Manager (EPM) and primarily plans, organizes and implements programs related to energy efficiency. One main responsibility of the Energy Efficiency Specialist will be managing State Owned Building Benchmarking (SOBB) program. The EES will create a statewide energy team and serve as the coordinator with the goal of reducing energy consumption through the tracking and evaluation of historic and current energy consumption data and utility charges for state-owned buildings. The EES will establish utility usage benchmarks for state-owned buildings; develop benchmark energy savings targets and objectives; develop energy optimization protocols and programs; and identify and implement corrective measures for non-compliant facilities in a manner consistent with NRS 701.215 and 701.218; and monitor energy usage against targets and objectives. The other core responsibility is the management of the Performance Contracting Audit Assistance Program (PCAAP) program by promoting to and providing local governments with information, educational resources, and technical assistance relating to performance contracts. The EES will work with state and other municipal facility personnel to conduct facility site visits and perform technical energy studies and audits of facilities to identify energy savings opportunities; outline energy saving goals; recommend improvement measures to equipment to minimize energy costs; advise facility managers on energy conservation methods; recommend field improvement measures, and prepare periodic energy management performance updates for management. The EES will also manage the Home Energy Retrofit Opportunities for Seniors (HEROS) program and serve a supporting role to the Green Building Tax Abatement (GBTA) program and International Energy Conservation CodeŽ (IECC) building code program. The EES will conduct periodic quality control inspections of energy efficiency upgrades for HEROS. The EES will also provide technical assistance and assist with outreach, training, workshops and public hearings to adopt or amend regulations for the IECC and GBTA programs.
The Energy Efficiency Specialist will assist with the compilation of required financial and statistical data needed to maintain databases and ensure accurate program metrics and reporting requirements; conduct a variety of studies and research including statistical and informational analysis; prepare and present these reports summarizing results and conclusions; research and submit grant applications to secure federal/private funding to reduce energy consumption in state-owned buildings or other related energy or fuel efficiency matters. Excellent writing and communication skills are essential. This position may require Certified Energy Manager (CEM) or Certified Facility Manager (CFM) or equivalent certification within one year of appointment.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in a natural or physical science, engineering, or energy-related field and three years of experience which includes the planning, design, administration and evaluation of energy programs and projects; OR an equivalent combination of education and experience.
Special Notes
    Leadership in Energy and Environmental Design (LEED) and/or other certification(s) may be required by appointing authority.

    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
