The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
This position will be responsible for planning, coordinating, and directing a comprehensive program for stable and essential communications within Division of Emergency Management, the State Emergency Operations Center, and mobile communications platforms - which encompasses as many forms of communications as possible to provide effective communications and redundancy. The position will administer the Division of Emergency Managements communications program by implementing the Statewide Communications Plan and the portions of the State Comprehensive Emergency Management Plan dealing with communications; will monitor the progress of communications systems installations and upgrades; identify problem areas within the communications systems and will recommend solutions to management; will compile reports on the status of communications within the SEOC and statewide; and will prepare budget requests to maintain communications systems and keep the systems up-to-date with the latest practices and technology.
The position will develop and implement a communications program for the maintenance, upgrade, installation, user training, and operation of communications equipment to include radios, telephones, video communications, and web-based communications platforms; will maintain the regional Tactical Interoperability Communications Plans (TICP) as required by federal standards; will work to integrate radio systems and processes with federal, State, local and tribal government's initiatives, as well as any other emergency communications entity operations i.e. volunteer, private, etc.; work with all federal, state, and local governments, hospitals and other public, private, and tribal public safety entities in establishing, updating, tracking and cataloging radio systems and networks; work with volunteer organizations for operating radios and conducting scheduled checks; will work to establish, maintain, track and catalog radio caches statewide as well as track, catalog all other public safety communications resources i.e. cross-band repeaters; will attend Nevada communications related meetings as a representative of the Nevada Division of Emergency Management (NDEM) to maintain a current comprehensive operational picture and currency; during an activation of the SEOC this position serves as the Communications Unit Leader including intelligence and logistical support regarding communications systems, equipment and capabilities statewide; and will assist with the maintenance and operation of digital communications systems within DEM to include teleconferencing equipment, videoconferencing equipment and software, and online situational awareness and resource ordering software.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in public administration or a related field and one year of previous experience in planning, coordinating or administering a program; OR one year experience as a Program Officer I in Nevada State service; OR graduation from high school or the equivalent and five years of previous experience in planning, coordinating or administering a program; OR an equivalent combination of education and experience.

    The incumbent is required to work varied shifts including evenings, weekends and holidays.

    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI background check will be required of the selected applicant.

Additional Position Criteria
    This position requires experience developing, implementing, and providing oversight for a technically oriented program which contains components of Public Safety Communications, Amateur Radio Communications, Communications Assess Survey and Mapping (CASM), Teleconferencing, Videoconferencing equipment and software, and/or online situational awareness and resource ordering software.
The Examination

PROGRAM OFFICER 2-DPS COMMUNICATIONS SYSTEMS
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience.
