The Position
Adult Rights Specialists provide assistance and advocacy to protect and enhance the health, safety, welfare and rights of older persons (adults 60 and older) and/or vulnerable persons (adults with intellectual, physical or related disabilities), henceforth referred to as clients.
Incumbents review records and interview complainants, residents, witnesses, employees, State and local agencies to obtain information; develop leads and facts pertaining to cases to determine if a violation or criminal intent exists; document findings and refer cases to the appropriate authorities. In addition, incumbents provide information to facility staff, co-workers, other agencies, residents, residents families and caregivers regarding abuse, neglect, exploitation and isolation of the elderly and other related issues.*** THIS RECRUITMENT MAY CLOSE AT ANY TIME BASED ON THE AMOUNT OF APPLICATIONS RECEIVED. This position is located within the Aging and Disability Services Division (ADSD) of the Department of Health and Human Services - Long Term Care Ombudsman Program, Reno. ADSD provides an atmosphere of innovative thinking, teamwork, friendly co-workers, and is a great place to work. The mission of ADSD is to provide leadership and advocacy in the planning, development and delivery of a high quality, comprehensive support service system across the lifespan to allow all of Nevada's elders, children and adults with disabilities or special health care needs, to live independent, meaningful and dignified lives to the greatest extent possible. Elder Rights Specialists provide assistance and advocacy to protect and enhance the health, safety, welfare and rights of persons residing in long term care settings. They investigate complaints made by or on behalf of residents residing in long term care settings (skilled nursing facilities, group homes, assisted living and homes for individual residential care). They provide information to residents, family members, facilities, and other agencies regarding a variety of topics relative to elder care. In addition, incumbents provide training on a variety of topics regarding resident rights, dignity and respect, quality of care and quality of life. Incumbents assist in the development and support of resident and family councils, track trends in facilities, and make referrals to other agencies as appropriate. Incumbents provide Medicaid outreach by providing information to the public about Medicaid eligibility and services. Incumbents are responsible for mentoring the volunteer long term care ombudsmen.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in social work, psychology, sociology or related social science or human services field, and one year of experience working with the elderly investigating, mediating, negotiating and resolving complaints which required the application of regulations, laws, policies and procedures in making determinations and preparing detailed reports; OR one year of experience as an Elder Rights Specialist I in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A valid Class C driver's license is required at the time of appointment and as a condition of continuing employment.
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
The Examination

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
