The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
--The University of Nevada, Reno Cooperative Extension is recruiting for a Program Officer 3 for the Southern Area. This position is located in LAS VEGAS, NV. The position is responsible for planning, coordinating and implementing the All 4 Kids Program and Healthy Kids Festival across Clark County. The University of Nevada Cooperative Extension (UNCE) All 4 Kids- Healthy, Happy, Active, Fit program is an interdisciplinary approach to addressing child obesity. Developed by UNCE faculty from maternal/child nutrition, exercise physiology and child development, the All 4 Kids program helps children meet the Nevada Pre-Kindergarten (Pre-K) Standards while encouraging preschool children and families to practice healthy eating habits and be active every day. As Program Administrative Coordinator, duties include: developing, planning, coordinating, and implementing program lessons, activities, and strategies; hands-on instruction of lessons to preschoolers and family members and program train-the-trainer model for teachers; coordinating ongoing expansion into new site locations local and statewide; planning, coordinating, and implementing the Healthy Kids Festival through collaboration with community-wide partners; overseeing all operational and logistical needs; establishing and interacting with internal and external entities and agencies; supervising staff; data collection, data entry and basic analysis using SPSS and IRB; report preparation; marketing, social media and other online communication strategies; grant and publication writing; budget and procurement administration; and other duties as identified with the program. Applicants with the following experience are encouraged to apply: budget/grant management, experience working in a licensed day care facility; experience in the area of health and nutrition, basic research experience and applicants with CHES certification.
--The typical work schedule is Monday through Friday from 8:00 am to 5:00 pm. This position requires working a flexible/variable schedule including working some nights and weekends; this is subject to change based on organizational needs. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university in public administration or related field and two years of previous experience in planning, coordinating or administering a program: OR two years experience as a Program Officer II in Nevada State service; OR graduation from high school or the equivalent and six years of previous experience in planning, coordinating or administering a program; OR an equivalent combination of education and experience.

Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
Additional Position Criteria
    This position requires experience teaching and assessing preschool age children (ages 3-5) as well as working with adult learners.
    This position requires supervisory experience.
    This position requires the incumbent to work a flexible/variable schedule including working some nights and weekends.
    This position requires the incumbent to endure 20 minutes of cardiovascular activity several times per day during aerobic teaching sessions.
    This position requires a valid Driver's License at time of appointment and as a condition of continued employment.
The Examination

PROGRAM OFFICER 3 (07.643) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your academic/educational experience in relevant fields such as childhood development, early childhood education, and nutrition.
2) Describe your experience, including number of years and where experience was gained, in A) Early childhood program research and development (i.e. developing guidelines, policies, surveys, etc.); B) program monitoring and maintenance.
3) Describe your experience, including number of years and where experience was gained, in the following: A) Developing written and/or verbal communications and formal communications (i.e. newsletters, formal reports, directives) and public relations activities; B) performing professional training activities.
4) Describe your experiences, including number of years and where experience was gained, in A) teaching/mentoring adult learners such as family members of program participants; B) training and collaborating with child care teachers regarding program curriculum, assessment, and program quality.
5) Describe your experience, including number of years and where experience was gained, performing the following professional program and budgetary duties: A) compile, organize, and consolidate financial and statistical data required to assist in budget development and strategic planning; B) writing grant proposals and reports; C) administering established budget.
6) Describe your experience, including number of years and where the experience was gained, supervising assigned personnel in the areas of: training, evaluation, and discipline.
