Positions in this series supervise professional engineering associates, technical engineering staff, and/or engineering students; direct activities of assigned staff, organize personnel, equipment and materials, and delegate assignments; evaluate the performance of employees according to established policies and work performance standards; ensure accurate and timely completion of work assignments; and provide guidance and training.

Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.

This position is located within District III Permits Section, in Elko. Incumbent will be responsible for the preparation and processing of encroachment permits for both the private sector and public entities, to include: assisting the general public, contractors, private businesses, and utility companies with permit applications; conducting initial and final review of permit applications and plans to ensure compliance with department standards and specifications; inspecting all work related to permits; reviewing utility, railroad, and special event agreements prior approval; documenting all labor, equipment, and materials used in agreements; issuing and documenting all advertising billboard permits; and supervising technical staff by delegation of work assignments, providing training and direction, resolving technical problems, evaluating work, and final approval on all permit work change orders.
