Chief of Planning and Development assists the State Parks Administrator in the overall planning, development, and management of the agency.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
The incumbent is responsible for managing the division's capital improvement program, A/E design services and construction of new facilities, facility renovations, historic preservation projects and technical assistance for field staff. Of equal importance is management of all development for 23 Nevada State Parks, including: feasibility studies for proposed park sites, conducting comprehensive General Management (Master) Plans for individual parks, and other related planning studies. The incumbent also manages the agency's acquisition, environmental compliance, and grants programs, including two federal grant programs (Land & Water Conservation Fund and Recreation Trails), which benefit both state and local entities. Requires Detailed knowledge of: Rules for State Personnel Administration; legislative requirements in the development of capital improvement programs; Nevada Revised Statutes, State Purchasing and State Administrative Manual requirements related to providing cost estimates and the procurement of materials; agency building construction policies and procedures related to monitoring projects and approval of outside contractors' work. Department representative and professional liaison for interactions with the State Public Works Board, State Public Works Division, and Buildings and Grounds. Assist the Nevada Division of Forestry, State Historic Preservation Office and Nevada Division of State Lands in the development of biennial Capital Improvement and Deferred Maintenance Programs. Provide professional support and guidance to the Nevada Division of Forestry, State Historic Preservation Office and the Nevada Division of State Lands relative to their maintenance and construction needs. Representation of the Division of State Parks on various inter-agency committees comprises an additional responsibility.

Licensure as a Landscape Architect by the Nevada Board of Landscape Architecture, as an Architect by the State Board of Architecture or as a Professional Engineer by the Nevada State Board of Professional Engineers and Land Surveyors and three years of post-licensure work experience which involved the planning, development and/or management of a city, county or regional park system program, including the establishment of project goals and objectives, administering project budgets, and directing the development and administration of master plans for park development and/or construction projects; OR one year of experience as a Landscape Architect Supervisor or a Supervisor IV, Registered Professional Engineer in Nevada State service. |

Any person registered as a Landscape Architect, Architect, or Professional Engineer in another state must become registered in Nevada within six months following the date of appointment. |

A valid drivers license is required at the time of appointment and as a condition of continuing employment. |

Travel up to 25% may be required. |
