Employee Development Managers and Training Officers analyze, design, develop, implement, evaluate, manage and coordinate training and development for a department, division or a geographic region of a department's statewide training function and supervise and/or conduct sessions for vocation and/or skills training in specific occupational areas and general management development.

This position will be responsible for planning, designing and facilitating employee development and training programs at all levels. Under general direction this position will instruct classes/workshops; design new courses/workshops, update and revise courses; and provide management consultation. The position will diagnose, design, and deliver organizational development interventions to optimize individual, team and business performance.
The incumbent will:
Design and develop course and workshop curriculum for skill-based training, general supervision / management, and leadership development. This includes both updating and revising current courses and designing and developing new courses from scratch.
Provide consulting services throughout the organization to support initiatives and strategy, including identifying opportunities for assessments to identify development gaps
Manage core curriculum programs (including material preparation) and support of these programs and materials, including, formulating training programs and schedules, based on identified training needs, business processes, changes in procedures or policies, etc.
Partner with management and serve as a consultant regarding employee development to determine training needs
Conduct customer consultations and provide effective facilitation to customers.
Train instructors, facilitators and supervisory associates in effective techniques for use in such areas as on-the-job training, employee development, and performance management.
Utilize a collaborative operating style, with the ability to participate effectively as a team member and the ability to work effectively throughout the organization.
In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in education or a related field and four years of experience in the adult training process which included experience in planning, programming, coordinating and conducting adult training; OR an equivalent combination of education and experience.

Experience designing and developing courses, workshops and curriculum for adult training in an adult learning environment.
|
|
Experience in conducting Organizational Development Interventions
|
|
Experience in conducting and utilizing needs analysis independently
|
|
Experience in course design, development, implementation, and evaluation; experience in training design, delivery and measurement; including entry- and advanced-level for varied levels of employees
|
|
Microsoft Office Suite including Word, PowerPoint, Excel, Outlook.

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. 1) Describe your experience delivering training to adult learners. Please include training methods used and how you know you are successful with outcomes. Please also include experience delivering management and leadership training.

2) Describe your experience developing curriculum for new courses and workshops for adult learners, being sure to include where and when this experience was obtained, major concepts and skills taught, the target audience, and result. Describe the process you use to successfully and effectively design, develop and evaluate course curriculum. Include your experience utilizing adult learning theory and designing / developing management and leadership curriculum.

3) Describe your experience with designing / developing / implementing organizational development interventions. If you are able, include evidence of performance improvement for either employees or business unit, etc. Include your experience conducting and using needs analysis. Describe your level of independence and/or role regarding these functions.

4) Describe your experience consulting with clients, including facilitation experience.

6) Describe your experience regarding train-the-trainers for instructors, facilitators and/or supervisors in effective techniques for use in such areas as on-the-job training, employee development, and performance management.
