Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation,
employee development, benefit administration, staffing and payroll.
An incumbent in this class is expected to operate on an independent basis. This class is distinguished from the Supervisory Personnel Analyst, by absence of supervisory responsibility and from the Personnel Analyst II level by the assignment of only the most complex projects, independence of activities and knowledge required.
This position works in the Division of Human Resource Management's Sexual Harassment/Discrimination Unit reporting directly to the EEO Director and may be located in either Carson City or Las Vegas, depending on the needs of the agency. The purpose of the Personnel Analyst III position in Climate Studies is to act as a Project Leader for the Climate Study process from the first planning meeting through to the focus group follow-up meetings. The incumbent will be required to have a vast knowledge of NRS/NAC, employee relations, recruitment/selection, classification/compensation, employee development, staffing issues and change management. This position will make determinations regarding survey questions and recommendations. The incumbent will use their professional judgment not only during the survey process, but as a focus group facilitator as well to ensure that focus groups stay on topic without directing the focus group towards solutions. A focus group facilitator guides and manages a group to ensure that the objective of the focus group is achieved ensuring their own objectivity or neutrality is maintained. This position was funded by the 2015 Legislature from October 1, 2015, through June 30, 2017, and will require the 2017 Legislature reapproval for the position to remain funded past June 30, 2017.

Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and three years of progressively responsible professional personnel experience OR an equivalent combination of education and experience.

A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment. |
|
Ability to travel up to 25% of the time to outside agencies to conduct interviews for climate studies. |
|
Experience in employee relations and/or employee engagement. |
|
Experience with organizational development. |
|
Experience leading change management activities. |
|
