The Position
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
Under the general direction of the Emission Control Program Officer, the Supervising Emission Control Officer is responsible for the supervision of the Emission Control Technicians located at the Sahara DMV in Las Vegas, and the emission control program as it pertains to the licensing, training, certification and recertification of emission control stations and inspectors. Incumbent oversees the administrative and technical affairs of the Sahara Emission Control Lab. Trains, supervises and evaluates the performance of assigned staff. Ensures compliance with the regulations and policies relating to the licensing of emission control inspections stations and inspectors. Administers the overt and covert inspections of licensed emission control stations. The review and enforcement of reports of vehicles observed to be smoking and in possible violation of air quality standards noted in the federal clean air act. Compiles monthly statistical reports, represents the department in administrative hearings, court proceedings, and participate in public relations. This position is located in Las Vegas within the Compliance Enforcement Division/Emissions Program.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Associate degree from an accredited college or university in Business Management, Environmental Sciences, Engineering, Automotive Technology, or a related field, and two years of work experience in automotive service management or in a regulatory capacity. The experience must have included responsibility for conducting administrative or operational investigations, and for writing reports; OR three years as an Emissions Control Technician in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.
The Examination
If there are five or fewer qualified applicants, the exam will consist of an application evaluation. (This statement does not apply for Until Recruitment Needs are Satisfied (URS) announcements).
Supervising Emission Control Officer
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Please describe your background in Automotive Technology by listing your ASE or other certifications and describe your experience in automotive repair and technology.
2) Describe your education & experience with automotive servicing equipment and computer emission analyzers utilized in emission inspection stations.
3) Describe your training and experience, including the number of years, evaluating specific vehicles for compliance with emission control regulations and identifying deficiencies.
4) Describe your experience with the use of investigative techniques in the inspection and regulation of emissions control
5) Please describe your experience in applying laws and regulations in the governing of a regulatory program.
6) Describe your experience in making public presentations.
7) Describe your experience in compiling and writing statistical and investigative reports. Include the types of data collected, governing bodies reporting to and the nature of the report (i.e. criminal, regulatory or compliance).
