The Position
Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid projects/programs administered by State agencies and provide assistance to recipients in evaluating program effectiveness.

The Division of Emergency Management is recruiting for three positions. **The first position is in the Grants Section and will serve as the Compliance Officer for NDEM administered grants. The position performs site and desk reviews for grants, contracts, cooperative agreements, both internally and externally. Enforce recipient and sub-recipient compliance with federal, state, local, non-profit, and tribal laws and regulations. Prepares complex monitoring/audit reports and analyses. Documents results, reports discrepancies and makes recommendations to ensure required documentation is in accordance with federal, state, local, non-profit and tribal regulations and the terms and conditions of multiple grant awards and is appropriate and efficient use of funding received and/or reimbursed. ......................................................................................................................................................................................................................................................................................... **The second position is the Hazard Mitigation Officer for NV. The position supports the development, implementation, evaluation and maintenance of disaster and pre-disaster mitigation grant programs conducted statewide. Prepares and assists grant applications to secure funding for the state and/or state sponsored programs. Acts as the grantee, disbursing funds to successful applicants in a timely and accurate manner.
Monitors the progress of the projects and ensure the submittal of required reports indicating the status and completion date for approved grants/projects. Using required processes to closeout grants at the end of the grant performance period or seek extensions as necessary before grants expire. ......................................................................................................................................................................................................................................................................................... **The third position's primary responsibility is the Emergency Management Performance Grant Officer (EMPG) for NV. The EMPG Officer supports the development, implementation, evaluation and maintenance of grant programs conducted statewide. Prepare and assist in preparing grant applications to secure funding for the state and/or state sponsored programs. Act as the grantee, disbursing funds to successful applicants in a timely and accurate manner. Monitor the progress of the projects and ensure the submittal of required reports indicating the status and completion date for approved grants/projects. Using required processes to closeout grants at the end of the grant performance period or seek extensions as necessary before grants expire. ......................................................................................................................................................................................................................................................................................... As a member of this agency, activation of the State Emergency Operations Center (SEOC) may occur in the event of a major emergency. During activation, the SEOC may be in operation 24/7 for an extended period of time to include holidays and weekends.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field and two years of professional grants experience which included writing grant applications to secure program funding; determining grant/subgrant program eligibility; researching, developing and implementing long-range grant program plans; managing fiscal aspects of grants/subgrants; and monitoring and enforcing grant/subgrant recipient compliance; OR an equivalent combination of education and experience; OR one year of experience as a Grants & Projects Analyst I in Nevada State service.
Special Notes
    Travel may be required up to 25% of the time.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
The Examination
Application Evaluation Exam
The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. The most qualified applicants will be contacted by the hiring agency for interview. The hiring agency may require specific skills related testing as part of the interviewing process.
