The Position
Within the Budget Division of the Governor's Finance Office, Executive Branch Budget Officers develop, analyze and make recommendations on biennial budgets and expenditures for all executive budgets; analyze agency staffing ratios and historical data in relation to population growth, economic conditions, national trends and standards and other pertinent information; make evaluative judgments regarding the efficiency of agency operations, effectiveness in reaching established goals and objectives, organizational structure, and legislative intent; review and analyze budget requests and adjustments; and ensure compliance with budgetary directives, policies, regulations and limitations.
--The University of Nevada, Reno Cooperative Extension, Dean's Office in Reno is recruiting for a full-time Budget Analyst II. This position is assigned to the Administration office and works under the direction of the Fiscal Officer. Duties include but are not limited to researching historical financial data, projecting revenues and expenditures and developing federal, state, and county funded budgets; identifying and resolving fiscal problems and discrepancies; preparing mileage invoices; preparing year-end financial reports and quarterly draw for Fiscal Officer; calculating depreciation and vehicle reimbursements rates; setting-up, monitoring, and reconciling multiple accounts statewide; determining salary and fringe expenditures; invoicing counties for reimbursement; reviewing all account documents for accuracy and compliance; posting expenditures to a University database; researching and resolving outstanding invoice issues; tracking technology, travel, and startup expenses; tracking annual assessed property valuation; preparing formula fund application requests through grants.gov; assisting supervisor in preparing varied federal, state, and internal reports including the Federal Financial Report 425 submitted to USDA; preparing the monthly, quarterly and semiannual retirement contribution reports; reviewing effort reports monthly and initiating corrections; developing process improvements; managing fixed asset and sensitive equipment reports; keeping abreast of changes in regulations and policies, and other duties as assigned.
--The typical work schedule is Monday through Friday from 8:00 am to 5:00 pm; this is subject to change based on organizational needs. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, economics, or closely related field and three years of professional budgeting, accounting, economic or management analysis and projection, staff analyst or auditing experience, one year of which was equivalent to a Budget Analyst I in Nevada State service; OR an equivalent combination of education and experience.
Special Notes
    Appointment to any level in this series requires successful completion of a written examination.
    As part of the hiring process, applicants for positions in the Nevada System of Higher Education may be required to demonstrate the ability to perform job-related tasks.
Special Requirements
    A State of Nevada/FBI background check will be required of the selected applicant.
Additional Position Criteria
    This position requires experience preparing budget projections, setting up accounts, and preparing and presenting financial reports to management.
    This position requires experience relating to grant activity or grant account maintenance.
    This position requires experience identifying, analyzing, and resolving complex budget issues and problems.
    This position requires experience using Microsoft Office Suite, including Word, Excel, and Access in a business setting.
    This position requires experience providing excellent customer service.
