The Position
Business Process Analysts apply an in-depth knowledge of the agency's program areas to define and implement a solution to a given problem that requires an individually tailored response for end-user requirements.
All living things depend on water, yet few people recognize that water is a limited resource. Less than one percent of the earth's water is drinkable freshwater; it is certainly important to maintain its quality. NDOT is looking for candidates ready to make water quality a top issue in their daily lives! This position is located within the Information Technology Division (IT) in Carson City. Incumbent is the technical bridge between the department's Stormwater Program and IT staff. Duties include applying in-depth knowledge of the agency's Stormwater Program to assist in defining and implementing a technical solution based on the end-user requirements; analyzing business processes; assisting in establishing procedure development and evaluation; developing and documenting requirements, business process flow charts and diagrams; establishing test plans and performing system testing; analyzing the regulatory environment by reviewing new and revised federal and State laws, regulations, and agency policies, and interpreting their effect on the program area; and act as a liaison and facility communication between the business domains and technology staff.
Incumbent will train, supervise, and evaluate the performance of subordinate staff and may serve as project leaders with responsibility for defining and managing the project scope and objectives. Non-supervisory positions allocated at this level receive minimal or no technical supervision within their department. Incumbents are responsible for long range, broad based planning for a variety of complex automated programs and policy development affecting major aspects of the work unit's activities/functions and perform all lower level duties as required. Incumbents prepare project justifications; manage project funding, resource allocation, timelines, status reports, and implementation plans; implement projects; and review work and provide technical and professional guidance to subordinate staff. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business, public administration, management information systems, or other disciplines related to the assignment and three years of progressively responsible professional experience in a related program area analyzing and interpreting program laws, regulations, policies and procedures, which included two years of experience applying recognized data processing concepts to business process planning and analyses; OR one year of experience as a Business Process Analyst II in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A pre-employment criminal history check and fingerprinting are required.
    Statewide travel is required.
Additional Position Criteria
    Experience performing intermediate system testing.
    Experience supporting large IT projects.
    Experience with business software applications such as Microsoft Office Suite, Internet Browsers and Microsoft Outlook; and common multimedia software applications and tools; and, business analysis tools.
