The Position
Auditors conduct audits on accounts, records, activities, operations and/or internal controls of individuals, business organizations, State agencies or other government jurisdictions subject to State taxation or regulation to ensure compliance with State and federal rules and regulations and legal requirements and/or proper safeguarding of agency funds.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The Supervising Auditor II position is in the Fiscal Integrity unit of the Division of Health Care Financing and Policy (Medicaid) in Carson City and is responsible for the oversight of audit operations for the Agency. This position is responsible for the following: 1) Performance and compliance audits associated with contractors utilized by the Agency (i.e. Medicaid Management Information System (MMIS) contract, managed care contracts, contracts with transportation brokers, actuary and other large contractors); and the design, development and management of the financial, compliance and performance audits associated with DHCFP contractors; 2) Development of RFPs, contract amendments, audit goals and objectives, and oversight of audits performed by the Certified Public Accounting and Consulting contractor; 3) Internal audits of federal and state compliance associated with functions and processes within the Agency. 4) All external audits performed by various entities including CMS, HHS-OIG, State Division of Internal Audits and the Legislative Counsel Bureau. 5) Development, implementation and management of the audits associated with Medicaid providers' adoption and use of electronic health records-Health Information Technology Electronic Health Record Payment Incentive program (HIT-HER). 6) Coordination and management of the state responsibilities associated with the federal Payment Error Rate Measurement (PERM) program. 7) Development of management reports, comprehensive and strategic audit plans, risk assessments, audit protocols, white papers, bill draft request, legislative testimony, budget concept papers, cost and cost savings estimates, training documents, and policies and procedures. The ability to travel at least 25% of the time is required.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited college or university in accounting and five years of professional level auditing or accounting experience involving analyzing financial information and making recommendations based upon that analysis; OR two years experience comparable to an Auditor III in Nevada State service; OR graduation from high school or an equivalent education and eight years of auditing or accounting experience involving analyzing financial information and making recommendations based upon that analysis, and six semester hours in accounting from an accredited institution; OR an equivalent combination of education and experience. NOTE: Minimal post-secondary coursework of six units in beginning accounting is required.

Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
    A State of Nevada/FBI background check will be required of the selected applicant.

Additional Position Criteria
    This position requires work experience with federal and state laws, regulations and guidelines, policies and procedures associated with Medicaid and Children's Health Insurance Programs (CHIP) social services programs.
The Examination
SUPERVISING AUDITOR 2 (07.139) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your experience, including number of years, in supervising professional field auditing and accounting staff.
2) Describe your experience, including number of years, in conducting audits of Sales and Use Tax, Motor Carrier Tax or other Public Sector Programs such as Industrial Insurance or Employment Security, which included auditing records for compliance.
3) Describe your experience, including number of years, in supervising clerical and technical accounting and auditing staff.
4) Describe your professional level accounting and auditing experience, including number of years.
5) Describe your Federal tax auditing experience, including number of years.
6) Describe your experience using spreadsheet software.
7) Do you have a Bachelor's degree (or higher) in Accounting, Business Administration, Finance or a closely related field?
